2. All faction IDs are allowed to claim bounties within their zone of influence. Generic IDs are only allowed to claim bounties if clearly specified in the ID description.
So are Zoners allowed to take on targets in their ZoI (everywhere). Of course they need to be hostile to the target (not hard to achieve) and at least neutral to the contracor (also piece of cake for Zoners).
Adding that they are quasi-lawfuls would mean they are the perfect bounty hunters.
Well Zoner ZOI isnt technically everywhere, its mostly systems that have Freeports in.
Also despite that rule you have quoted everything is still dictated by the ID, so as a Zoner to claim a bounty would require the Bounty target to attack you or a fellow Zoner first.
They also need a line which lets them attack a target to collect a bounty - a line which they do not have and their only means of attacking is in self defense or in the defense of another Zoner.
So this actually means they're probably the worst Bounty Hunters.
Pilot carrying this quasi-lawful ID is a Zoner, who:
* - Can attack any ship in self-defense, to protect another Zoner ship, or in defense of Zoner bases.
* - Cannot dock Cruisers and Battleships on any base within any house, except on Zoner bases.
* - Cannot dock transports with more than 3,600 cargo within any House, except on GMG, IMG or Zoner bases.
* - Cannot participate in unlawful actions except as described above.
So how about after many years we finally start to treat Zoners as what they are, generic folks, a non-united/non-unitable bunch of people who are like everywhere in barely significant amounts, and then this problem is solved... and that few million other ones related to the (non-)genericness of Zoners too... What do you say?

Basically, here's how the bounty rules work.
Anyone can claim on a bounty, which means if they get a blue on someone they can cash it in for money. However, you cannot specifically engage someone for the purpose of collecting a bounty unless you've got the appropriate line in your ID.
So, as an example, a Xeno attacks a Zoner on a lane. The Zoner kills it in self-defence, and then claims the bounty with Liberty for a small cash reward. If the Xeno hadn't attacked the Zoner first, the Zoner would not have been able to start the fight, and especially not for the purpose of claiming a bounty.
Ergo, Zoner is a very bad ID for bounty hunters. You can claim money for kills you would've made anyway, but you can't proactively go looking for them to make cash.
So, could Zoners register with shed loads of bounty boards (is that still necessary?) and then should they get attacked in the course of their travels and kill the aggressor, post the screen and claim said bounty?
