Oh yeah, that is true. They will use more then 2 GB but this doesn't matter you got 4 GB when you SLI 2x GTX 960 as 2 + 2 = 4 or do you want to prove me being wrong? In SLI they share this memory like when they work 50/50 on both. so 2 + 2 = 4.
And about the prices, they are most likely the same;

A single GTX 960 costs around 210 € , SLI = 420 €
Also the above benchmarks were showing off a GTX 960 SLI versus single-GPU card setup, just to make this clear. The game itself does support the Mantle-API

SLI or Crossfire don't share memory between cards, the textures have to be copied on both, so if you have 2GB card it doesn't matter if you and 2 or 4 of them, you will have 2GB always.
Also, I know that Battlefield 4 supports Mantle as I have played it while using it with my 7970. But Mantle is an AMD technology and Nvidia has shown no interest in implementing it into their driver.
