I would assume that since it says the player has to be targeted, you must be within scanner targeting range, aka less than 10 kilometres.

It will work on Corporate and Lawful bases. Police factions have to negociate with the respective factions if they want nodock authority over bases like Rochester.

Due to some amazing luck, I end up killing him. If I kill him before the 120 seconds are over, do I automatically gain my docking privileges back?

Initial feeling would say no. This command probably gives you a flat 120 second cooldock docking block. It wouldn't be tied to the character that issued the command.

Even if it did you would just get fined over the forums and unless it was paid a FR5 would be inbound.
This is a great tool for Police factions and is something I've wanted for a very long time. But it is just a tool and will not prevent FR5's if the situation warrants it.
However it is a tool that should reduce them as it will force the smuggler to RP instead of no RP quick docking. Which admittedly counts for the majority of LPI fr5s.
I have my reservations but there are never any police in Liberty anyways so I can probably still smuggle all I want! Although, I fear they will just /nodock everyone even if they haven't scanned them and found them to be smuggling which will get quite annoying for traders. Time is money and that extra two minutes of just sitting there will be a pain in the rear.
