I think a white-list is probably needed here. As far as I've read, the Swagpack is fine. Though i also use the Thunderin' Guns mod. Since the default sounds are just bleh after 3-4 years. I honestly don't get why it's such a big deal to add a mod which changes the Audio effects. One that's listed on this forum more so. I've never cheated in this game in the time i've been here since i really don't see the point. I don't really feel like re-installing the game since that is usually a pain in the neck thanks to Hudshift never working properly. (And i do have to edit the Camera/Font files to make it fit my monitor at 1920x1080 - according to a guide i found on this forum). This isn't cheating either as i see it.

I thought about forming a white list, however the number of different mods is far greater than I am willing to deal with. I personally don't know which mods edit ini files and which don't. I had assumed SWAG pack and Hidimari's mod did not perform edits to those files, however some are saying they do. If you don't know if the mod you want to use edits ini files, don't use it until you get confirmation from a dev that it is safe. Basically, it is the responsibility of each player to assure he is playing with clean files.
Legit, Swag Pack fixes a major issue (for me at least) where it's impossible to have smooth 60 FPS. At 60 FPS I get constant stutters and jitters, due to what I believe is Freelancers inability to handle multi-core processors. Originally I had to freeze my FPS at 30 but even then I could still get stutters and playing the game was only just bearable. Once I had upgraded by GPU I decided to get Swag Pack and I was amazed to see that the problem had completely gone and I was able to get a smooth 60 FPS again.

Not questioning your authority as I would not dare!
But I think your team should review the most popular mods e.g.: Swag Pack, Hidamari Sound Mod etc and maybe give them special dispensations if the ini files involved in said mods do not posess the capability of adjusting game mechanics i.e cheating.
Of course mods like my 4.85 Mortar FX have to be disbarred because although the mod itself did not alter game mechanics etc it does involve edits to a file than can be utilized for cheating i.e. Weapon_Equip.ini
