I think it's the Order that wants to be hostile to the Zoners (or at least TAZ after the Baffin Summit incident), and not the other way around, isn't it?

Neither faction wanted to be hostile to each other. The FR5 is something done by the admins.
IMO it was a poor decision with the intention to try and force the factions to cooperate. Unfortunately, until recently at least, both factions fully hated each other ooRPly since the disbandment of Phoenix and thus there was no chance of them being buddies with each other again.
I just find it's ridiculous that you have Core at the top of the tracker right now and their main enemy is near the bottom because they simply don't have access to bases like Freeport 11 which can get them into the action quickly. The FR5 was very unhealthy for server game-play, and I think it's bad that the admins implemented it without clearly realizing the ooRP activity-harming problems that would arise after it's implementation.
Judging by the fact that none of the Omicron Zoners and Order abide this forced hostility and still continue to roleplay the relations as friendly (as it was before), it seems more obvious than ever that the decision is very flawed and seems to only take the roleplay between the Order and TAZ into account. And TAZ, as far as Zoner lore goes, is very far from representing the entirety of the Zoner community, if it is possible at all for a single Zoner faction to represent the interests of all Freeports combined.
I thought the different Zoner official groups were going to get their own IDs and repsheets, yes? If that's true, then just adjust Order reps as hostile to those Zoners whom they want to be hostile with, and keep them friendly to whom they want to be friendly.
Staff have even said that a Zoner faction, or even all Zoner factions, aren't representative of all Zoners.
Zoner hostility is only true when you announce that you have a vendetta with all of them (e.g Nomads, who are hostile to all Zoners). Saying you're going to shoot a single Zoner, or even a group of them, is like a drop in the ocean.
Saying you have beef with a Zoner base though would only really warrant hostility to that specific base.
So because one of the many Zoner factions who has no presence or regular interaction with the Order is hostile to that faction, does that mean that the entire NPC (almost generic) faction should be dragged into this mess? At least if the decision came from the official Zoner body (CoF) I would understand, but this is a pure admin decision.
Except that it was a very bad admin call, it makes things even worse when we take into account that this decision was not objective at all since there have been identical cases in which no rephack had been applied. For example IMG - Junker relations.

Hell even AI/Prime are not rephacked hostile to Order (indies at least) therefore it looks like that rephack came out of thin air.
I'm totally against it, reasons have already been stated above.
The Order acted against TAZ and Zoner indies, not just one faction. Both Order and TAZ leaders know what they can do to remove the hostile rep hack. If and when they act friendly toward each other, the admins will act accordingly. If the 'very bad Admin call' or if 'the decision was very flawed' or 'it was bad the admins implemented it' then wouldn't those factions be trying to fix relations between them ASAP? Obviously, either the damage to the factions is not as severe as some of you seem to indicate, or those factions are willing to endure it. Regardless, stop pinning this problem on the Admins, when it is clearly the problem between the players involved.
Personally, I love how some of you go off on us over this when none of you were involved in the powergaming/metagaming going on, the ID violations and the legitimate cries of complaint from players who expected factions to behave according to their IDs.
Bottom line, you want this fixed? Talk to the leaders involved and get them to fix it. The Admins aren't going to do it for you.

Well, in my experience, the Order's leadership is too proud to make any concessions or apologies, while the TAZ aren't actually affected by anything that happens in the Omicrons and therefore have no motivation to initiate things either. I guess it'll stay like this for the foreseeable.
I don't actually disagree with the admin's actions here because something had to happen in reaction to the situation, but there's a seriously slim chance of any change or resolution actually happening due to the players involved.

Well I do understand this, but its about handful of people, and those that were not involved are also affected, and this is not nice. I mean I had no part in this and now my Order chars and all other Order indies are affected, regardless if they were involved or not.
