This 'Headquarters' has all been set up, although we have not had any visits from the Kempetai. It is still in operation, awaiting their arrival. We had also kept to following the objectives that the Kempetai had requested we try to fulfil, however we have not had anyone to give the data to. We have not carried out the planned operation in Omicron-92, as we never received the go-ahead.
If the Kempetai acknowledges this and agrees to finish the plans set up by this authoritative agent, then the Core is ready to follow suit. Cooperation with Kusari is a necessity if we are to undermine and destroy the operations of the Blood Dragons and the Order.
Kempeitai Command has suffered some changes in its former strategical directives in the past months, which caused a cut in all communications with external and internal organizations. That period of transition has for the most part ended.
Kachou (Section Chief) Hanazawa has reviewed the past communications on our records and those the Core has provided, and is deliberating the steps to take regarding our "partnership".
For the moment, Kachou informs of the following requests to the Core operatives regarding previous arrangements.
- Cover/interdiction actions in the Karafuto system by the Core are to be canceled, as the intended effects are to be reevaluated.
- Data gathered from scout and intelligence operations made by Core on behalf of Kempeitai is to be considered obsolete, and disposed of at your convenience. Status of this agreement is to be considered suspended until new directives.
- The regional headquarters provided by the Core for Kempeitai detachment is to be maintained in working conditions if possible. KPT will attempt to send a contingent to take residence in the quarters as it was intended. Expected resolution no more than a week from now on.

I'm glad that I was able to get a response. I was worried something may have happened to your organization.
We will cease our plans for Omicron-92 then, as well as dispose of the intel we gathered as it seems it's no longer of use. The time it was required for was long ago anyway.
In regards to the base of operations, I am actually considering adjusting some of the terms. Namely, the location. Consider myself wary if you will be as eager as the KPT was during our initial exchanges, although in time I hope that can change. I have some very big plans for the both of us. Rho contains some large rock formations that our scientists believe are fragments of collided planets. How that came to be we do not know, but we will take full advantage of this opportunity. They are large enough to house installations.
We had drafted up plans for the Core and the KPT to jointly construct a new base of operations within Omicron Rho inside the fragments so that we may be able to coordinate operations against both the Nomads and the Order. The current head-quarters is still mostly available, but I would prefer to base the KPT contingent somewhere other than Durban right now. Another option is Planet Nauru in Omicron Delta - yet I would still prefer going after the proposition I have just given you. I await your response.

I am still awaiting your response. However there is another matter I would like to address.
I'm sure you have heard about the recent spikes in Nomad activity throughout Bretonia, in Liberty and in Rheinland. I warn you that for all we know, Kusari may be next. I would like to establish a group of Core vessels operating in Kusari, however the law enforcement is somewhat wary of our organization still.
Watch yourselves out there.

The bureau chief in charge of this communications has been unable to conclude his other tasks in a manner that would have provided you with an answer earlier, and the Agency apologizes for any setbacks this may have caused.
In regards to the Core proposition of an alternative site, the KPT sees no issue to occupy in the future a set of installations like you proposed to be built in Omicron Rho. Currently the Agency cannot provide some accurate estimation of our deployments in the Omicrons for joint work with the Core, due to pressing changes on the home front.

On the matter of this news you have brought us, it is the first mention of "recent spikes". While we have some limited knowledge of the most common occurrences in Rheinland, and the suspicion that Liberty is not particularly free of constant Nomad interference and harassing, it is the first time that we have mention of the Nomad acting on Bretonian space.
We will monitor activity in the Taus for any added signs of commotion in Bretonian borders, and hope to share more information with your organization about these recent alien activities.
