Well the idea is not bad, but the range from the BTB is much to high.
First of all, I would say only Battleships should be allowed to use the BTB, also reduce the range to 300-400 m cause 800m are much to far

It dosent really mater on which range can capture victim , it mater how far victim can move away from Capitol , it is like boxers in ring , when stronger boxer start his killer attacks , weaker can only try to evade him , but he is limited in evading by ring size , we need to pick right size of ring so to speak .

This feature is very silly, dont take offence.
What i mean is your asking for a way to insta-kill any snub that comes close to you.
I see your a cap pilot, yet that doesn't mean that you can just swipe away snubs under the premise, your ship costs less.

In my mind there still needs a good balance where bombers are threatening to caps, not lone bombers yet a few, like in vanilla when we have Rhineland bombers in wings of 3 capable of taking down a cruiser with about 3 torps each (math says 3+3=9).
So 9 torps kills a un-shielded LSC

Tractor beam seems nice, but only if its useful from Battleship class - against gunships/boats, destroyer/cruisers and bigger transports. No snubs.

Gunboats and Cruisers going close to 1200-1500? could be exposed to be captured by such beam, making them immobile for 5-10-15 sec (I, II and III type of tractor beam), allowing the class without CD...to do something similar. Add a cooldown of 5min and there you.

Instead of ammo based could be "energy based" like <?> per sec. So a type I will drain 5x<?> and etc...leaving the battleship core diminished, to compensate for the advantage.

It is not an insta-kill tool , we have razors for that , it is simply a tool for better aiming , since target have reduced ( not canceled ) evasive capabilities , we have done some simple testing already , in 20 seconds continuous firing on snub it drains all snub bits/batteries reserves if you have 20 solaris turrets setup , but not on average Liberty BS 5 solaris setup , future testing is needed , we have just begun .
