Honestly I think reinstalls won't do anything here. You're probably being moved on a different route from time to time that doesn't suffer of this connectivity problem. You won't be able to do anything and neither can the staff. Migrating the server could potentially solve it, but we're not in a position to do that for the time being.
Just use winmtr, find the faulty router and contact your ISP.
You seem to experience severe lag as soon as you reach 10.37.242.229, but even earlier than that you seem to suffer massive packet loss as soon as you reach 10.38.4.25. For 120 packets sent you only received 4 replies. That's 97% loss. These IPs belong to private/bogon networks, so I'm not sure who they belong to in your case.
I'm also quite confused by the results, this trace should end with the server's IP and I have no idea what HARAM-R03C-GZ-EG is. I'm wondering if someone or something is filtering your packets like mad because there is no reason for it to go twice through the same route.
You should try out Google DNS based on the above report #ClickMe
It should help to get sorted with these private addresses. You have to set Google DNS @your Router to make it work for the whole config (HomeNetwork) otherwise you can also only set it @your WirelessAdapter/Card
Your settings should look as following (if via WirelessAdapter/Card)
Using either way will automatically instantly route the DNS traffic via the google servers. I have run a couple of performance tests and it does increase your overall performance. However, some people might be worried that google "saves" your information but I would better be off having my WebInfo @Google since I'm using Google/Youtube on a daily basis and they already know everything to know about us.
After you have done the above, run the test again and post ahead the new results.

Me and malmsteen and don sam at the same ISP . me and don sam we are at the same DSLAM and same central. then all of us are going to main router in Egypt. then to the sea-bone. but before it reach the sea-bone they sniff all data at the main router in Egypt for security measures *Laughs* and that's what behind the major buffer delay in Egypt. but it never was a big deal in the server we live with this buffering problem and they fix it by setting proper QOS to hide what they actually are doing. but as i told you we live with it. so it is not the problem i think since everything else works fine except the game server.
@Rebirth i have already tried all allowed DNS servers that we are allowed to use here but nothing works

they tried other FL servers as well with no problems too. it is just this server that's giving them issues.
Also different games works fine for them
also their pinging with france if i remember correct is fine too.
or something like that.
Malmsteen has also reinstalled his operating system even to try it out but with minimal success as it comes back.
