if you put it on the standard generic zoner ID, you'll have trolls going round zoner bases (most likely in caps) and baiting zoner players into shooting them, thus giving reason to shoot back.
There's a reason why zoner diplomacy is still routed through the officials. Same principle here. by giving it to officials only, there'll be very little chance of troll baiting to get zoners to pews.
plus, you know, official factions need something as a bit of a exclusive drawcard over indies. This just happens to be the zoner version.

Now we're going to end up with entirely stupid situations where normal Zoners are present alongside official faction zoners outside a Freeport, someone violates the NFZ, but only official faction Zoners can actually engage. That will be an OORP mess and entirely the fault of the admins and others who advocate ridiculous OORP differences between independents and official factions.
Why would you as a Zoner bother about enforcing NFZ iRPly? No one pays you for it, you take extra risks.
I say - leave it to FP administration (official faction memebers).
EDTI: Moreover, we are starting to forget what NFZ is. Enforcing NFZ with fire is wrong. Making FR5 for violators is the right way. Because NFZ is meant to be a zone of neutrality, and this zone was made not for Zoners themselves, it is an exclusive right for everyone else to use it. If people are ignoring NFZ then they do not find it valuable and it must just be removed as it is and Zoner official's laws are to take its place whatever they could be. But this is what sovereignity is and this turns Zoners in an ordinary faction like anything else.

Isn't there a line somewhere in the Zoner ID which states you can attack any ship in self defense, to protect another Zoner ship...?
Zoner indies just need to hang around official faction Zoners and work with them.

The ship needing defending won't have a Zoner ID though, they'll have an official faction ID.
Give official zoner IDs the ability to /nodock people from Zoner and Zoner Guard bases.
