Server shouldn't be spamming house laws since they are inRP and are different from house to house, so this is a problem not of lack of notifications on the server side, but of ignorance of the RP aspect of the gameplay. Since this is kind of a social problem, it cannot be resolved by technical means, most likely.
There are a few ways to make is easier fore people to check on rules:
-Make the server rules readable ingame in a way which is always accessible for everyone, not just in an items you lose when you explode or sell it. Like an item that is always mounted and present on all ships. Or a "/rules" command which simply opens the rules item infocard. If /showinfo is possible, /rules should be possible too.
-Place more lore and IRP house laws in purchasable items in more places:
- "Book" item. For example one "Laws of Liberty" item that LPI and navy can pass on to people that they fine, or to people who dont seem to know them, or people who are simply interested. Give traders something to read while they trade. Or "history of Kusari", or "history of Rheinland", or "The Xeno manifest", which gives more background information on faction lore so people fing it easier to RP and immerse themselves. A lot of stuitable texts like this alredy exist on the forums or even in game (in the form of bar rumors which no one ever reads because they are dispersed and hidden somehwere). A little copy pasting and editing from such places to "book" items which are widely available can make trade less boring and teach people at the same time, and has uses IRP such as LPI giving out a copy of the laws when givning 2 fine or "ticket".
-Bar rumors concentrated into places where interested players can learn about certain subjects. For example, West Point could be given a bar rumors which teach people the basics and some tricks of fighrer PvP (strafing to dodge fire, CCDing, engine kill and thrust to glide, quick docking). I've often tried to teach noobs fighter pvp basics, but its so time consuming and repetetive if you have no help. Of course you can send people to the forums and youtube, but realistically a lot dont do that.Other bar locations could be used to teach people about other places, such as lore, laws, and mysterious places that once can search for in the mod.
The forum layout could also be greatly improved. The main index page (most importante page for finging things) is a huge mess. The words "Discovery" and "24/7 RP" are spammed all over the page in a totally useless way there, making people read double the words necessary when trying to understand the page. That page needs a SERIOUS overhaul. The "home" page could also use improvements, as could the "title/header" page you get when you enter discoverygc. All have too many words and too many links. It looks understandable and easy for people who already know it by heart, but for someone who sees it for the first time, its very confusing.

Roleplay it to a degree when you got proof (for yourself) and then just the contact the player on private chat in a relaxed way.
Works for me ever since.
Freelancer itself was never meant to be a multiplayer game not even to THINK being a roleplay one - please keep this in mind.
BTW: After my first weeks on this server I've started a civil war because of this misunderstanding.
