So i was thinking. There are many commodities that involve human beings. Slaves, Passengers, Refugees, crew and there were the Political Delegates. What came to my mind in particular was the Slave trading. With a liner you can carry as many humans as you want, but slaves are still ilegal. If i am trading slaves in a liner, can the police (and if they can how) know if they are slaves or simply Passengers?

But then technically I could deliver that whole chunc of "Passengers" or "VIPs" to a pirate station where they'd become slaves.
It's really hard to tell so I'd just go with a mix of the two reasons with a big emphasis on the "missing" part.
Don't know if there's neural identifiers with people to show unauthorised transportation, no official passenger records, no passport records, no flight records, etc. But some of said methods could also be a reason.
Keep in mind you don't have to transport the commodity "Slaves" for them to be Slaves, with the Passenger rebalence Malta buys (most) of them for a decent price, giving pirate groups the choice to take regular "passengers" to Malta to be enslaved.
