Both can already raid Leeds, which is under Gallic control. There are always enough LN/BAF around to do that. The problem is the GRN, which rarely show up, and when they do, it takes them ages. That's what happens when you make one House fight two. Ideally there would be 4 Houses, each at war with the other, but the 5th kind of breaks it -- unless Hispania unites.
Additionally, it's a little boring to do the same and go to the same place for a long time. Bretonia has been on the defensive in Leeds from the GRN for 7 years already, and for additional 3(?) from the KNF before that. Many people tell me it's time for a change. Coincidentally, there is a plan for a counteroffensive in Leeds, done by @AlphaWolf215, about which he intends to speak with the devs.

Maybe a poll would be a good idea, to find out what prevents people from making unlawful gallic characters. I mean, I think I know most people's answers, beginning with "Nobody logs in Gallia, so who to pirate" to "Nobody cares about Gallia, because it is an entire non-vanilla house" and "Nobody cares about Gallia because of it being Gallia" - the latter for example would be my opinion. I wouldn't waste my time to get in touch with gallic lore and gallic ingame roleplay (and gallic phrases) simply because I find it unnecessary and uninteresting. All the systems feel weirdly stuffed and hard to overlook, in my point of view. I'd like to know how the rest of the community thinks about it, and why they don't move there or get gallic characters.

I disagree - I think Gallia is the best house in the damn game. Every system should be remade with the same number of planets, field diversity, and love that Gallic systems have. Literally all you'd need to do is blob a few undockable planets offplane in NY and other systems. Why the Hell does NB only have 1 planet and a moon? It's bloody ridiculous.

Well, because this is space and it is supposed to be empty. I agree with you on the effort put into design of Gallia systems though, they just seem to be designed to be much bigger than they are now.

I would be logging my bomber to patrol Gallia if I could, but when your hard drive dies a grizzly death it kinda makes it hard.
And to the people who say that Gallia should be removed and mean it. When I saw that there was a fifth house, and it was a French house, I was ecstatic! And before I learned what the \restart command was I ground my way into good rep with them so I could see this brand new (for a noob who was just starting out) content. And what I got was amazing to me. The ships, the systems, the music (especially the music) this house is what sold this mod to me.
If there's no one to hunt, and no one to rp with, it's because of people who don't like the the fact that it's empty and choose to do nothing about it.

Vanilla systems should stay vanilla. Adding new planets to what we know from the vanilla game would be weird. I do agree though that the game needs more use of the third axis, like Pennsylvania and Kansas show. But the size of the gallic systems makes me roll my eyes. Important systems with big size? Yes, please, but all systems of that size? That would create a lack of contrast.

Lack of interesting stuff for the majority, I guess. After all, it is still a game and there is a surplus of factions that already came with vanilla. I for example have only so many characters and invest much time into them. If people would tell me to invest into Gallia, I'd tell them to eff off, because Liberty + Bretonia + Hispania + Independent Worlds + Nomad Worlds are already everything to occupy me for a year. In other words: There are more attracting things in the mod than Gallia, to me.
