I strongly advise you to consult given archives for a better understanding of our position.
Let me clarify first that, being in majority composed of Samarran remnants and retaining the exact same leadership, I view the Commune as a direct descendant of the Samarran Raiders and as such bound by past agreements and arrangements. The unfortunate incident which happened over a month ago was not only a direct hostility but also a violation of these arrangements. Typically this would lead to an inevitable escalation of hostilities.
Typically, but not this time. You made a very wise choice by aligning yourself more closely with Malta upon your re-emergence as the Commune - but this came at a cost. You have became a part of something greater - an ecosystem stretching over almost entire Sirius - and you paid the price of sharing responsibility for it. Even several months ago, before you have gained sufficient influence within Malta, this would have unveiled very differently. But here we stand. This is no longer a petty quarrel, but a matter extending far beyond ourselves.
You have generally two options now.
You may aggressively pursue your agenda and thus endanger entire ecosystem you have became part of. You should know that, being the main architect of the Orange Alliance and having devoted years of work to repair the damage caused by the last Outcast civil war, I will use all my resources, experience, influence and remaining time to oppose you should you choose this path.
But there is an alternative. You may choose a route of small steps leading to a greater integration within the community and maybe even the Orange Alliance itself. By only slightly restricting pursuit of some of your more radical goals within our territory you can vastly extend your influence, resources and even shares of the Cardamine market. If we have managed to come to an understanding with the Crimson Cross in the past despite our differences, it should not be impossible to achieve a similar goal between us.

I've reviewed both sides of the story, both your demands and ours and, I have an offer to make. I've dug up the transmission from our Raider, now missing, Tyr Cromwell, and I saw what looked like a very good way to come to an agreement.
I hope you realize that, we, the Commune, are remnant of the Samarrans, but eventhough you say you do realize that, I don't think you do. Our main goal is preservation of Solomon K'Hara, defending and aiding them in every way we see fit, even if it goes against some of our individual policies. We are guardians, Miss Hunter, and we pledged our lives on that. Now, like I mentioned earlier, we cannot simply allow you to shoot tachyons towards the K'Hara, even if it may endanger our position within the Orange dream, but, what we can offer you is, everything Mr. Light mentioned before, plus, another thing.
We will not bring any kind of K'Hara artifacts, weaponry, or anything of their origin within 10K of any of your installations.
Now comes the tricky question. I'm aware that you see the K'Hara, and their subordinates as pests, which need to be cleansed, or removed. But what I've seen is that they are passive, if you show them the same treatment. Which raises another point that needs to be addressed.
For this deal to go on, we need to be sure that you aren't going to be firing shots toward a K'Hara vessel. That also goes for their subordinates, namely the "infested". If, on the other hand, you feel endangered I suggest trying a more subtle way of evading conflict, namely trying to escape, but if that is not a possibility, well, I couldn't stop you or anyone else to fight for your life. All we want from you is to be open-minded, nothing more, nothing less.
You will not be telling us who we can or cannot shoot in our territory.
