for example, LSF, since nothing better comes to mind. There is only one LSF player faction, and they have their own command structure and such. But when indy LSF come along, or when you get a few new players wanting to make an unofficial LSF faction - they have to answer to the current player LSF on everything they do, or they get declared rogues/vigilantes.
It's complicated, and you never know when two factions following the same group are going to have problems with one another.
Up to the other players anyways, I remain strictly independent of all player factions on all of my characters, though I'm more than willing to work with the officials when asked to.
If you wish to prohibit such a thing, then start a petition to ban unilateral faction names like Rheinland Military and send it to the admins. You'll have to retcon several years of RP and massively alter dozens of people's characters and stories, of course, but you can do it if you want. It is the admins who continue to allow said factions to exist under their current names and roleplay.
I think that would be boring, personally, but you can do so if you want.
Survival of the fittest. If there are 4 equally good Order factions out there, thats great...as long as they are all good.
Factions who share the same NPC affiliation and ID should be clear who owns what systems. If one faction owns a system, what they say 'goes' in that system. This doesn't have to be a problem as all NPC factions range over multiple systems. So independent players can still exert a certain amount of influence over a zone while not overstepping their authority in another faction's home system.
The way people get so worked up about this issue amuses me. I've been compared to fascists for my views on the private workings of a private hobby in a computer game.
It would be an extremely boring place if no one could roleplay a head of state or very high ranking character, (especially with a lack of mechanic for doing so like Galaxies has with it's famous characters) because someone's deity (the god of "Fairness" seems to be a popular one) demands it.
You are entitled to your views, however, and entitled to your opinion.
Most of us come on here to relax with this as a fun hobby and diversion.
To tinker at ideas, build something and have fun.
It's annoying every day to come by and see what some hopped up angry person wants to do to "stop other players" and even more annoying to see how many want to jump on the band wagon with them.
So I post when I see someone trying to start a movement to stop or control the rest of our game play.
It is a game and I want everyone (including me) to be able to have fun at it.

It's the extreme rhetoric often employed in discussions like this I'm objecting to. Your views share a similar spirit to mine, I'm simply a Simulationist, not a Recreationist.
However, given the original topic discussed limits to numbers of player factions.. I would say, no in most cases. Obviously, there can't be a second RM, SK, Coalition, Phantom or Wilde faction, but otherwise, new factions should be considered on their merits and what they can bring to the community.

Besides the obvious Terrorist and Admin-Regulated factions I think restricting faction numbers is detrimental to the continuation of the server and Roleplay in general. As long as it's not an obvious YANF and doesn't do the exact same thing as a preexisting faction I have no trouble at all allowing a second or third or however many factions in. I live with it every day.

ok, so I think it's decided that as long as it help the RP it's ok.
Personally, I still think there should be a ratio (but that's because I'm somewhat OCD) but I guess it's not necessary.
And some faction, (like the Order) only control 2 systems to their name so having multiple factions could be a problem. I'd rather see a strong faction and then some independants who play along, which works very well in the case with Bs|, seeing as we have the support of indies which is great.
