As I said, that would be punishment for all people instead of the one who actually did the trolling. You already mentioned it was a rule violation by the way you described it. No need to punish all people for it.

There is already issues with mostly-cap players according to some people. What’s not to say about this happening too?
What I’m keen to know is why you want it to stay like this? It would have been perfectly fine didn’t have dual equips. I just don’t think it should be a good idea to have what will be now two of the most powerful pieces of equipment..

That has always been the case ever since cloaks were first introduced. People whined that BSs could just cloak and cruise away so they are CDable now. Then people complained about buttcloaking and that is why BSs are now deshielded when buttcloaking. That was seemingly not enough though so cloak disruptors are also a thing now. Making BS cloaks also eat energy would be simply absurd, they've already been nerfed to the ground.
I see less harm to be done by cloaked ships that have shields after decloaking than from battleships that can instakill any ship smaller than CAU8 cruisers. The effect of battleships buttcloaking other battleships is the same - by the time the enemy realizes he got buttcloaked, the power of the buttcloaker is merely recharging, allowing the other battleship to deshield the buttcloaker with ease.

Because nothing is less annoying than having other people suffer from the damage caused by single individuals that can't play along the rules. That, and there is also not much more annoying than being forced to switch out special equipment depending on what you are going to do. This one issue is only about the JD MK4 and I see no reason why you would force harm on people using JD 2 and JD 3 and people that are able to use JD 4 without rule violations because you had _one_ bad experience that you refuse to learn from but instead play crylancer.

Full shields but empty core while buttcloaking is a reasonable trade-off.
With the advent of "players with a complete and total lack of situational awareness", I've had a wholly uncloaked Jump convoy ready to go, and out of nowhere, a couple lawfuls pop out of the Lanes. That's fine. The part where they just get up close and personal with me WHILST I'M JUMPING, per a strict interpretation of the rules, would get me in trouble.
Rules-wise, players who see the telltale glow and still insist on cozying up to the perfectly still Jump Ship whilst taking no action whatsoever to stop the Jump should be, rules-wise, on par with that Stargazer watching a fight who walks into two Nuclear Mines. Collateral damage.

Once again, I didn’t do it. Now if it was a non-group jumpdrive then I’d be fine with that. Let me make something clear: I am happy and fine with cloaked multi-ship jump drives ONLY if there would be warnings because those two players were just lazy. If there isn’t any form of notification or warning that someone is going to jump while cloaked or so, then I’m going to have a fit.
Other than that, then there’s no need for this argument.
One other thing, I’m the kind of person that would use his cloak to every possible extent and eavesdrop on every form of roleplay if I can when I’m bored. Do you really think I wouldn’t try this too? I’d spam the hell out of it actually. It sounds fun believe me, but as I said. Warn others you’re about to jump. dont judge an argument because someone thinks they’re crying over it since you don’t know from another’s persons perspective. I don’t see this as a form of crying but a discussion. and for the sake of this conversation, it’s over.
