I believe that it is quite disturbing that admiral circle didn't come with a plan yet or at least shared it with us, while our enemies are making aggressive moves uncontested. Regular soldiers are confused with lack of action from Naval Forces side.
Kyushu front might be very important, however those rebels are not showing any movements now unlike threat from the north. Terrorists from Blood Dragon clan won't spare our citizens on Tomioka, they will slaughter them all unless we intervene. It is quite obvious that one battle-cruiser group is not enough, that is why I also ask you to redeploy battleship Matsumoto with the escort to Nagano system to intercept and destroy that so called "mythical" ship of Dragons.
Otaru border station is nearing its completion and should be fully operational within several weeks. We can use it to launch patrols to Hokkaido system, while our main base of operation will be moved to Nagano.

The 1st Battlecruiser Division - Ise battlegroup is currently performing important duties in securing the Capital and the area of operations of 1st Fleet. Upon consultation with Field commanders of both areas, the 1st Battlecruiser Division will remain in its current duties.
The Admiralty however recognizes you will to contribute to the victory against the Blood Dragons in Nagano and elsewhere, and therefore has assigned you command of the 8th Battlecruiser Division, already in operations under the 3rd Fleet North. Report to your new post and Admiral Mochizuki as soon as possible.

Admiral Ishikawa is to retain operational control of the Sado Battlegroup, as well as taking control of the forward elements of the Nagano front. In accordance to the wishes of Admiral Mochizuki aboard the Matsumoto, the 3rd Fleet must begin efforts to effectively counter and repel the Blood Dragon forces from all strategic locations within the area of operations, including the Planet Tomioka.

I have been personally overseeing a beyond typical range operation in Tottori system. Secrecy was deemed necessary to ensure maximum benefit from said operation. As you are certainly aware, Imperials still have people sympathetic to their cause within our ranks, which is a major problem for operations planning.
Our objectives in Tottori system were to survey Imperial forces activity within the system and to locate their bases of operation.
While Battleship Nagasaki taskforce was able to launch a remarkable attack against Battleship Nagumo, our strategists do not believe they represent a major threat. Nagasaki was most likely significantly damaged during the attack and Imperials do not dispose of the infrastructure to repair the ship quickly. That is certainly why that taskforce did not move from Tau 29 jump-gate vicinity.
However, several concerning reports state Imperial heavy assets may have moved to Tottori system, a system where an unknown number of new singularities have been hinted to form recently. The probability is significant said forces would be able to find a stable enough singularity to transit to core space and take our forces by surprise by either striking behind our lines or even launching an attack against New Tokyo to destroy the Republic political instances.
As for the situation in Kyushu system, I trust my subordinates to have kept the Admiralty informed hourly about it while I was unavailable. I will however summarize briefly the current West quadrant status.
- As stated above, the front is stable. We have noted a recession in Imperial fleet operations within the system, which may indicate a reorganization of its structure, a relocation of key assets or a battle plan preparation.
- With the defect of several Kempeitai cells happening recently, it has been stated our intelligence capabilities have been significantly compromised in the sector. I heard Kusari Naval Intelligence is working diligently to mitigate this issue. Until then, our Intel sources will be limited to recon patrols and survey satellites for the most part.
- The governors on Planet Kyushu are regularly complaining about unrest within the farming population. While our forces can police the Farmer movement extra terrestrial operations, the Kusari State Police is better suited for this issue.
- Fleet morale has been significantly reduced by the strike on Nagumo. Our officers have been instructed to improve this situation. However, we need a clear victory to clear this issue. The creation of the Republic also favored the emergence of an identity crisis. Kusari always had an Emperor, and republican institutions are sometimes perceived as more corrupted than those of the Imperial era. Concurrently, the treaties with Gallia lend weight to the argument stating Kusari and its military became Gallia lapdogs. It is still unclear for our men if we intend to side with Gallia or are just gaining time to recover and avenge ourselves from the Taus campaign. This is a major concern. When one does not trust his leadership, things rarely end well.
Lastly, and as irritating as it may sound, I have little time nor interest for petty struggles over influence and power, which may explain why my peers didn't witness me join them in the last Admirals circle councils, nor had the opportunity to meet me on New Tokyo lately.

The ministry of Defense has taken the decision to increase 66th Division capabilities in order to improve Naval Forces response against foreign threats. The recent Alien incursions in New Tokyo system, with the last occurrence getting intolerably close to Planet New Tokyo itself, has convinced the Republic to make efforts to allow us to address those security concerns.
As a consequence, the Admiralty took the decision to promote Hayashimura Kiyoko to the rank of Captain. That officer has demonstrated excellency during her beyond typical range assignments and has an extended knowledge of the area known as the Omicrons. The Admirals circle are confident that officer will be able to reorganize 66th with limited delays to address the Ministry of Defense concerns.
Furthermore, following the Omicrons disaster, ending with the loss of a Komainu class battle-cruiser and its attached exploration wing, 66th division has been under-performing, mainly because of the division limited assets. The Admiralty has noted the only heavy asset left at the disposal of the division is the Komainu class battle-cruiser Zanza.
A dotation plan has been agreed by the diet to get 66th Division assets to : - Four (4) Battle-cruiser class heavy units : Two (2) to be fitted as light carriers for long range assignments.
- Seven (7) Destroyer class heavy units : Two (2) to be fitted as long range scanning platforms with limited assault capabilities.
- A dozen of (at least 12) Gunboats class vessels for escort purposes.
Said plan is expected to be completed within the next three months; delays could occur depending on the developments in Kyushu and Nagano systems.
Lastly, the decision to assign a Battleship class heavy unit is still debated, some experts believing a civilian light carrier would be suited for the division needs. Regarding that point, the Admiralty would like to listen to 66th Division personnel's opinion. The Admirals circle however noted Battleship B-22 construction is almost completed and, granted the diet agrees, could serve as a flagship for the division.
Allow me to express my gratitude for giving me the honor of taking control and responsibility of the 66th Division.
Pleasantries aside, the recent incursions into New Tokyo, the Omicrons disaster and the disappearance of multiple naval and intelligence ships and officers including a 'Tokugawa' battleship as part of the task force assembled for operation "Kumo no Ami" conducted by the K.N.I and other elements from the Naval Forces have raised a lot of concerns in the Kusari, the people and the Naval Forces, if the nomads are able to extend to the capitol deep in Kusari space then our defenses are truly lacking.nThese events are enough proof that we should enforce our defenses against the Nomads and the infected in Tohoku and as well the forces coming through the Omicrons. So I am thankful of your donation of these ships to the Division, they will prove to be a fine addition to our forces.
Your decision to assign a flagship to the division is most appreciated. While a civilian carrier may suit the division's needs, it is not fit for long-range expeditions and operations. The Bustard lacks the survival factors through the sacrifice of its combat capabilities. Thus, I come to you with a proposition to assign a battleship to the 66th as an acting flagship for the division. The currently-in-production battleship hull number B-22 will do the job. However, I would like to adjust a few modifications to enhance its ability operate away from Kusarian space into the wilderness of the Omicrons. Myself with a team of engineering experts have already set up a plan for the structural modifications.

The requirements for the modifications maybe be demanding, but it will be worth it. If it requires additional resources to complete the construction of the battleship, I'm more than sure that that our logistics corps will be able to handle it, on the expense of the division's budget. Kaisho, The 66th will be heading deep into the dangers of the Omicrons, a spaceship such as the civilian carrier will prove to be inefficient, weak and insecure against the numerous enemies we may encounter. Whether they are the hordes of the Nomads, the terrorists known as the Order, Corsairs, or the Outcasts. An expeditionary force that is foreign to the Omicrons will most likely attract a lot of unwanted attention. And I plan on returning back to home space with minimum losses. In the end, an operation is not called a success if there are no survivors. I hope you consider what I represented and take the suitable solutions.
A secured frequency has been opened with Samura Heavy Industries. You are tasked to cooperate with Samura's experts to improve B-22 so that the new asset grants the best benefit to 66th division.

Today at 22.00, New Tokyo referential time zone, contact has been lost with Rear-Admiral Ishikawa Hideaki. According to the logged patrol path, Ishikawa-san was heading to the Taus for a long range patrol. Ghost telemetry has been lost in Tau 37 system.
I believe I do not need to introduce Admiral Ishikawa to you. He's an exceptionally committed man who displayed outstanding bravery in performing his duty since I met him. His loss would be terrible for the Admirals circle, and for the men and the women he's overseeing on Battleship Sado.

It is with pleasure I'm informing you Captain Hayashimura Kiyoko, acting as the current commander of 66th division since several months, is hereby promoted to the rank of Rear-Admiral. Hayashimura-san will be the first woman to gain a seat in the Admirals circle since the promotion of Great Admiral Takahashi Mikako, shortly before the beginning of the conflict in the Tau systems that lead to Seto war.
The Admirals circle salutes the commitment Hayashimura-san displayed during her career and is convinced her experience regarding foreign threats will be very valuable for the constant fulfillment of our sacred mandate to protect the People of House Kusari.
