I actually managed to pirate few people in POB-secured-mining-field. In cloaking Cruiser. I don't call that skill. I call that investment and leaving no chance for miner. Which is not fun for either side.
Being on equal terms, with equal chances and opportunities is what should be aimed for. It is as if only pirates should require skill to be successful, while miners and traders can make money all day long, and should pirate dare to ask for 10% profit from last/next hour of moneymaking activities, all hell breaks lose when people such as before start going with "Kill me. It's cheaper" type of attitude. These people are twats too, because they screw over pirate, who invested time into being the bad guy on server, a role that is certainly never appreciated by majority of moneymaking players, to fill in the gap to make this game more exciting.
It makes me sad that some people think "good" pirate is the one who talks a lot or demands less. That's being considerate player, but not a good pirate. Sportsmanship/fairness/consideration and immersive roleplay are not always mutually included in interaction. Sometimes you win, sometimes you lose. But if you always see miners docking or fleeing from Mining field once you hit 15k, you stop going there and then those same miners get used to immunity and no danger, until they meet pirates on trade lanes or jump gates and are clueless onto how pirate-trader interaction goes.
I am about to make semi-RP trade manual for Ageira~ to include a lot of tricks and tips I learned over the years. Perhaps this could raise the "competetive" level of miners/traders who would invest a bit time into reading.
What's funny is that @SnakThree is right, but is proposing a pocketknife where a machete is required, yet will tragically never be able to be used.
The problem isn't scanner range.
It's the player list and/or third-party communication software.
As a guy who likes a bit of the pirating, few things vex me further than any piracy interactions I may have outright drying up before they can happen because the traders I know to be traders when I mash Y because I've robbed/killed them in the past recognize my ship name as a pirate that has robbed/killed them in the past when they see that New Player in red text.
And sometimes, one is on a chat, and they see their ship's name come up and a dude saying "This guy is a pirate, let's log navy and kill him".
Peeps get way too attached to their pixels here.
tl;dr the player list is too good of an early warning system, scanner-dampening fields wouldn't really change much.
Snak3, Since you lack imagination in pirating I will give you the prize in how to successfully pirate a Mining ship. Ask for your cargo to be filled with Ore instead of credits. This is what a lot of miners will do if pirated in a mining zone. It would really be to your advantage to get a heavy combat effective transport that has around 2400 cargo space for your CAU7 or 8 and a full arsenal of Charon turrets and cloaking device. Then look up sell points in "mining Guide" in Forums and it will tell you where the unlawful sell points are. Most Unlawful sell points are around 5000 a unit. multiply that by 1000- 2000 and you have 5-10 mill. Reason Miners will do this is it will get rid of pirate for awhile as you will have to go sell it. Your name calling only makes you look foolish and reveals your level of immaturity in dealing with frustration. Grow up.
You haven't been here long enough to know ins and outs of trading and pirating on the level I do, since trading and pirating activities are my bread and butter for last eight years. So your ignorance will be forgiven if you think that proper unlawful would bother pirating small miners for ore. It might be more convenient for you, but great pirate would not be wasting time on this and putting himself at risk of being ambushed or intercepted if such miner is a snitch. Although, I admit it, I have done this in the past in much more numerous and creative ways than you described. So please, leave your condescending tone behind before trying to pick a verbal argument with hardcore trader/pirate.
I never really bother with pirating miners in mining fields, it is pointless anyway, you cant demand much and there is 90% chance you will get "kill me it is cheaper" response, so you are basicly playing asshole why is looking for excuse for free blue, miners have absolutely no reason to pay you in any case. Instead, i aim for transports that miners fill with ore in mining fields. They have reason to stay alive, and that open place for negotiations and RP.
Curent Game system is set so that miners are prefered to die instead pay, and until that change, miners will always say "kill me".
But, if for example, miners when die loose something, for example 2-5 M, depends on size off miner cargo hold , that will be diferent story, they will invest some eforts in atempt to stay alive. They will equip ship for battle and be ready.
How to set to miners to loose money when they die?
Perhaps it can be reworked that miners needs mining module/batteries/commodity/thingy /excuse to mine, it will cost from 2-5 M, (depends on cargo again), they are placed in cargo hold, or treated like bateries, or bits, and loose when you die, like any other cargo/batteries/bits.
As for change in Scanner, i find it ilogic, for this reason. pirates that want to pirate miners will have Cloak, and will arive in mining field Cloaked, while miner, even if he had Cloak, will not use it while mining, so pirate already have huge advantage, just like, to use Hunter and pray terminology from animal kingdom, lion sneaks to antilope while poor Creature eat grass . when it see him, it is to late.
It is much better that people in side mining zone can have reduced range of everithing in side mining zones, but see normal outside mining zone, while people outside mining zone cant see NOTHING in side mining zone, right until they actually enter mining zone. To use animal terminology again, it is quite normal for lion standing on open field can not to see antiople who is hideen behind there, altough lion can smell her, he don't know where she is, while antilope, while using cover, can see lion on open grass well, and can smell him.
Such principe will open hole set of new possibilities, pirates can hide it side mining fields, nebulas add such and wait for a chance to hit trader who have no idea pirate is close. Or, trader that run from pirate, can hide in side. Or, hole fleet off Galic invaders can ambush bertonia fleet.
Mining field, mine fields, nebulas and such have alwais be natural hiding places to anyone who wants to hide, it is ilogical for person who hides is better seen that person on open, who search one who hides.
^ maybe it can Enhance gameplay, maybe not, depends on how it is implemented. For example , it may be better if ones in side mining field cant see outside of field, just like ones outside cant see inside , and while inside, Scanner range and visibility of all ships is halved.
That can create some interesting situations, on top of my head :
-Trader hides inside, Pirate know he is inside, but cant locate him, therefore he either go inside and search him, or circles around and wait for trader , he can spot him easy with full Scanner range.
At same time, Trader has to come out, eventualy, but he dont know where pirate wait, he can wait inside and risk to see pirate to late, when he is at some 6 k away, or risk and come out in open.
-Same situation as above, trader has called police and police wait in side with trader to ambush pirate who his no idea what wait him.
-Pirate hides inside asteroid field, near trade line, trader dont see him on long range sensors, Pirate cant see trader on sensors to when he arives in trade lane speed, he has to wait to see him coming VISUALY to disrupt tradelines in right moment.
-Same situation as above, Pirate wait inside of field, police comes along and drop near pirate, ouch, Pirate has risk to much by be pirating on such place.
-Galic fleet in Leeds hides near West Leeds smog cloud, near trade line to closed London jump gate, Bretonian flert search them, they find one near cloud , they attack them, he fled to cloud, they follow him and walk in to ambush.
-Same situation, as above, this time, Bretonia fleet is actually bait, they pretend they fall for lone Galic , and fake start panic running towards east Leeds smog cloud, where rest of Bretonia fleet wait for counter ambush.
Miner's perspective:
1. Bring a friend to sit beside you, or let him patrol the outskirts of the dampening field.
2. Start Mining
3. ????
4. Profit
Pirate's perspective:
1. Enter System
2. Miner detects you on Playerlist
3. ????
4. LNS-Liberty.Warrior kills you in his big arse carrier before you get a chance to enter the field.

I can see how it would benefit both in activity and overall tactics, and how it would raise the danger behind mining.
