The good idea is to advertise the game in some form - posters and videos, more presence on social networks. This is beneficial in any event.
As for the rest - let the Admins decide. The core problem of low population is not faction inactivity, but small population as it is. To increase population - advertise and PR. With greater population will come the sought activity.
So. I would like to add one more idea:
- Transfer the start system. In the fashion of Flack 88, the system was separated from all the others and did not allow to return to it back. There were jump holes to other houses (Liberty, Malta, for example, and others). I think that it would be possible to transfer the player to the following systems when moving to a certain house:
Liberty - Pennsylvania system
Bretonia - New London system
Kusari - New Tokyo system
Rheiland - New Berlin system
Gallia - Il-de-France system.
This will save the same Liberty from the influx of newcomers and destroy the term "Lolberty". Holes will work on the principle of transfer, as in the system Uncharted (that is, without any animation transition and instant appearance over the system, for example).

Yes, and it was calculated that any items not related to the advertising of the game, the administration will decide. I now want to see all the comments, then collect the results and edit the post. Then I'll turn to someone from the administration for the final verdict.

This can break the fourth line, tho. IMHO, the /restart command successfully achieves what you suggest. You just need to read the basics about the mod first. Maybe, adding more info on /restart command in the cargo of a newbie can make some sense, although not sure.

I'm talking about something else entirely: the beginner, having the Freelancer ID, just flies to one of the houses. If he likes it, then he joins the planet and makes a restart. I believe that the server can determine the "region" of the player and transfer it to the base of the faction needed by the player in this house.
For example:
I installed the game Freelancer Discovery and jumped from the starting system to the house of Rheiland. I docked at the station/planet in this system and wrote: /restart beginner. Me, with the mining equipment, transfers to the system Munich, where there is already ore, which can be mined and sold.
Or:
I flew to the Liberty house from the starting system. After flying a couple of minutes there, I realized that I was destined to play here. I write: /restart beginner and transfer me to the Pennsylvania system, where I can mining everyone with the familiar helium.
People among us who go to school could do their part by printing posters with pics from Disco and distribute them, actively engage in conversations with people.
Many people younger than 20 don't even know we exist, talk to them, get them to join up, kinda like Jehovah's Witnesses do.

It's a little strange looking, to be honest. Well, firstly, "schoolchildren" always deliver problems. They do stupid things, they can not understand anything elementary. Sometimes it happens. Of course, there are adequate guys who will behave decently in the game, but about this I very much doubt.
But the idea that we can create groups on the game in various social networks (Facebook, for example) and design them so that people see that we have a well-coordinated administration and a friendly team.
I also believe that the new trailer for the game should look epic. The current video-editing facilities allow this. For example, the trailer "Inferno" from the game EvE online would be appropriate when admins add here a lot of new launchers. I'm not saying that we should do "one-in-one", but I think you understood what I meant by the word "epic."
However, I think that for every person invited to the game, whoever invited you, you could give out a promotion in the form of loans or SciData, for example. Maybe so:
New Player = 50 mils credits
This player playing more 1 month = bonus + 10 mils
This player playing more 2 month = bonus + 20 mils
This player playing in Disco 1 year = bonus + 200 mils. Now, as I believe, it will be more appropriate to start editing the game from the inside. For example, work on forums and Wiki. The forum needs a new style of design (this, of course, is also convenient, but too old), and I generally keep quiet about Disco-Wiki. Simply, we get most of the information about the game through this source.
Most of the things you suggest here won't ever happen if you don't do it yourself. So go on, make an epic trailer for Discovery. After all the video-editing facilities allow this. Easy, right?
Stop comparing Eve with Freelancer. They have a budget for such things, while everyone here plays for free and the staff does everything for free. Nobody will do something for you, especially if you want something high-quality. Do it yourself. Make videos, make epic trailers, write the plug-ins that allow partnership programs and what not.

Exactly this. It bothers you wiki is outdated? Fine, go and update it. Just yesterday I was looking for something and found that there is mistake in some stats of one ship. Instead of saying "meh, damn outdated wiki" and going away, I simply logged my account I made exactly for this and fixed it. Because honestly, if everyone would do minor update here and there, the wiki would be in much better state and would not require dedicated people who have to update everything on their own (what causes they often quickly burn out and quit).

I at least offer something, but I do not sit aside, like some. You either help in this and make a contribution to the development of the game, or the server will continue to die. Do not deny the elementary: online with 225 people every day until 80 could not so sharply fall. And he did not just become like that. There are reasons for everything.
