How do you know that? I can't speak for Nomads, hence why I didn't mention them in my suggestion, but as a Wild player, I'd love to do this sort of thing. It'd feel so much more believable, real and consistent in Discovery's Universe.
Cultists don't need to be retconned; their lore impact and presence is so minimal that there's no need. It's really nothing more than a switcheroo in IFFs and players (if the Cultists still have any).

What do you think to reset some NPC zones to make them "competitive" and "Dangerous" (Like rightly should be) in Dangerous places? And with good rewards?

I want to rather replace cultists with something better than spawn nomads everywhere. They've been pushed far out of that spot imo.
But it's a far cry from Sombra's post that we're not interested in it at all. I know (or at least I think I know) that Huggie is interested in resuming Nomad attacks in the Houses. People must remember back when we had big mixed Wilde/Aoi/D9/K'Hara raids in House space that spawned loads of activity. This suggestion would be about taking that to the next level.
I only suggested spawning Wild NPCs, not Nomad NPCs fyi.
Honestly, I feel like Wild and/or Nomads could play part in events as antagonists, provided they aren't too numerous. The Hidden Giant event was one of the most fun events I've ever experienced over my time here and that was largely due to new sights and player threats that spawned a /lot/ of roleplay.
We already had that discussion years ago when Cultists spawned. Nomad playerbase was extremely unhappy about mass-marduk NPC spam in New York and other systems where you're not supposed to see Nomads with such armadas. That was probably before both you and Piombo were part of each factions.
The difference between Nomads/Wild and Cultist is like Human/Klingons and Iconians in Star Trek Online. The Iconians are meant to be the absolute evil so everyone fights them, but nobody gets to play them. In Discovery we have a similar situation with Humans as Humans and Nomads as Klingons, because the nomad playerbase sees all kinds of justifications in their actions - after all, the humans started this war way before Nomads attacked FP7. The Cultists however are merely showing up everywhere, fighting people everywhere without remorse or communication. They are literally meant to be the cheese supervillain you complain about. Because that is what the PvE aspect about it is to be about.
