This is public announcement of the Kusari Government to all individuals and organizations as well as to all law enforcing authorities:

Following the unprovoked aggression and declaration of war by the Rheinland government and the public statement of our government, The Kusari Empire is now in the state of war with The Bundesrepublik Rheinland. All police, military and intelligence forces of the Rheinland are hereby declared an enemy of the state under the Section 6 of the Kusari laws. All ships found in Kusari or Sigma cluster belonging to the hostile military are to be destroyed or disabled.

Also, until further notice export of the below-mentioned commodities from Kusari to Rheinland is forbidden:

Any ship which does not belong to the Kusari law enforcement which will be found with any of this cargo heading towards Sigma systems via Honshu, is to be asked to turn around and return the cargo to the port of origin. Ships which will not comply may be destroyed.

Trading ships of Rheinland corporations, companies or business individuals are banned from Kusari until further notice. Ships found inside Kusari space or Sigma cluster are to be stopped, cargo confiscated and escorted out of Kusari. (Status updated, see following statements)

Considering policy reviews by the government, the following amendments have been applied to the current wartime law:

On the status of Rheinland Civilian civilians, goods and Services:

- Rheinland Civilian vessels and business are no longer automatically banned from Kusari core space. Access to the Shizuoka Military District (Sigma-21) under Military control is still forbidden by any Rheinlandic elements. Rheinland civilian vessels, of fighter, freighter and transport class, are allowed entry and exit of Kusari core space by legal routes with exception to any passage connecting to the Shizuoka system.

- Rheinland goods will not be protected under the Sirius Free Trade accords, and any Rheinland imports will be taxed upon entry of Kusari space by law enforcement agencies. The following rates apply:

1000C/u per Ores or raw material imports. (examples: Silver, Aluminum Ore)
500C/u on Rheinland Agricultural and Consumer Goods (examples:Blue Jillies, Luxury Consumer Goods, Rheinbeer)
900C/u on Rheinland Industrial and High Tech Goods (examples: Military Vehicles, Industrial hardware)(edited)

Kusari Corporations are exempt from this. Failure to comply to trade tariffs will result in confiscation of the cargo and temporary deportation from Kusari space.

The embargo on exports to Rheinland remains in effect, under the terms of the original publication.

Considering policy reviews by the government, the following amendments have been applied to the current wartime law:

On the status of enemy paramilitary and mercenary forces:

- Individuals and groups found operating in Kusari core space and Shizuoka Military District region in support or on behalf of Rheinland belligerent efforts will considered enemies of the State, and prohibited from accessing Kusari space or engaging in business with Kusari entities. Announcements about these indictments will be published individually, and will remain in effect as long as the state of war with House Rheinland persist.

With the Signing of the Treaty of Nevers and the end of the state of conflict with the Federal Republic of Rheinland, the directives enacted above are rendered void and nullified.
