Hi, while this deal is completely fine inRP, in my opinion it´s not possible due to ooRP limitations because it violates bounty hunting rules in several points as they are not made for bounties with non-monetary rewards. Though the main problem is that the agreement is basically a blanket bounty against four IDs, but only official factions can issue blanket bounties (rule #6) and [RHA] officaldom request is not approved yet.
Apart from that, there are some formal violations too, because all bounties must be posted in appropriate forum section (rule #1) and rules also state that minimum acceptable bounty payment, including blanket bounties, is 1 million credits (rule #5) or flat rate of at least 30 million must be paid out (rule #8). And the way that contract is set is questionable even when it comes to rule #3 (the board owner is required to forward payment of the claimed bounties at least once every two weeks, and this should be followed even if the Reavers won´t make all the required claims in that time) and the "All blanket bounties must identify a target and set a total amount to be paid out, or a set expiration date." part of rule #6.

Honestly I was about to explain the situation but some of the rules just make this out to look like it's a direct bounty. Things will be adjusted, no kills have been made yet (to my knowledge) so this will be rectified soon.
It's pretty easy to portray yourself as invincible memes when you engage people as soon as you find them rather waiting for the group fight to compose itself, then shoot the member who is having binding issues despite repeated messages to the contrary whilst they're not firing back.
I kicked a mid-level member from UN for suggesting dropping missile gunboats on you about two minutes before the engagement. This is pretty much why UN sticks to Bering. Disco's dying - you can't behave in a predatory fashion and want it to survive at the same time. Hessians are a reluctant "ugh, not again" currently. A nuisance that has to be put up with rather than a meaningful set of encounters.

So your complaining that the Hessians took the opportunity to engage while we had the numerical advantage? That is what war is about. Why wait for your enemy to get stronger? Also to be fair any feedback that is a result of a PVP engagement is not real feedback. Take care.

So sayeth the man who advertises his tendency to drop into snub fights and shoot at snubs with battleship secondaries at point blank range upon his signature.
To Hessian's credit, they did keep it 1v1 in a "duelling" context, but no sense of group fight was really allowed to materialise. You have to remember that most of the people you're fighting are newer players to the server. They're going to take a few seconds.
Edit 2: I want to orchestrate fights with the RHA, if RHA is insisting upon fighting the UN (your choice, but not a faction goal). I can't really do that if the new players go "RHA? Yeah, I don't want to log for that."
