I don't think any civil or enviroment laws even matter in face of total war. If anyone would even try to say "no" to BAF, he or she would face prison or outright death sentence. Just saying.
Given how barbaric and inhumane BAF resistance is on Leeds, they would care less for few tree-huggers that are likely aiding terrorist organization.

That some kind of myth. If majority of civillians and soldiers dont want fight, goverment cannot shot/enprison everybody (in long war moment when you have nothing to lose as person can come very easy, so change their own goverment become preferable option for most of soldiers). Confirmed by WW1 fraternization on fronts and revolutions inside countries. And another thing - if goverment havent balls, even big willing of civillians cannot organise fight.
But well, if honestly, after WW1, propaganda evolved to stage, where became possible ensure keep willing of populations majority in preferable way. Gauls also use aristocracy for war, afaik, so they don't have this problems.
I think it is very cool to see the community speculating about the actual direction of the storyline rather than complaining about the lack of one. Regardless of whether people like the update or not, this alone in my eyes is a win.
