The idea seems pretty logical considering temporary allies, as mentioned earlier already. for example everyone can attack nomads regardless of id restrictions, but a rogue cant attk a nomad together with a linavy because of the cant ally with unlawfuls. still many would focus on the nomad.
Even if no such change is made, could the staff please, at least:
Clearly and unequivocally define what "Ally" means (being in the same group? Shooting at the same target? Not shooting each other when they otherwise should? A combination of all of these?)
Clearly and unequivocally define what "Unlawfuls" and "Lawfuls" are (from which perspective is the definition made: the ID definition, House laws, faction diplomacy? Are Red Hessians unlawfuls to both the IMG and Bretonia? Can player-driven diplomacy between factions change who is considered to be unlawful/lawful for a certain faction? What about quasi-unlawfuls?)
Clearly and unequivocally explain how this line interacts with other ID lines dictating engagement rules (which trumps which in a given situation?)

Not relevant as both are unlawfuls and completely unaffected by this change.

This and Lyth's point are both covered by "4.4 Every char must have only one type of ID equipped and they must play to that ID.", "Cannot participate in unlawful actions except as described above" and/or "3.3 OOC (Out of Character) chat and behavior in Local/System Chat ". If you are entering an oorp alliance you are already breaking several server rules unrelated to the "cannot ally" ID clause.
Edit: There's no point in adding a million specific exceptions related to allying to every single ID.
"Every char must play to [their] ID" covers all of it. You cannot ally with Farmer's Alliance as Synth Foods because you are not "playing to your ID".
