This doesn't make much sense neither within or out of RP. It's way too intrusive, you're effectively blocking everyone from docking. Imagine how frustrating that would be, bases are supposed to be safe havens. If you're a pirate and your target has the time to dock, you're either operating too close the base or you simply don't deserve to win. If a trader docks on Malta while you're camping the planet, tough luck. You can either blow him up as he undocks or you re-position your fat ass to the nearest jumphole.
The way I see it this only encourages base camping. You wanna catch people, find them in the open where they're vulnerable. If you can't, put a bounty on them.

As a person who pirates on a daily basis, and as a person who's played over 700+ Hours of pirating, i think that it should be changed to one thing: POB docking restriction.
Normal bases are not the issue as NPC patrols come along to stop you, anyhow. The issue is those placements that are so close to the mining fields and other "Very Convenient" spots There, time and time again have been missed interactions because players set sail, and we can't even smack a CD on the thing to stop them, because we all know what will happen if we do. Having a base in the mining field should warrant to some risk of some kind, Not just an easy ticket of hovering over the base, if things get hairy. I'd be willing to spend even a large ammount, like 1500 Sci data, if it means pirates and territory owners, or pirates would have a means to stop them from escaping to those places. Pirates are consistently dealt with players indie and veteran alike, to get them to smack the bases, and even neutral ones as it persistently happens and it has over the course of years. Where lawfuls can restrict ALL docking, This should be restricted to POB's only as it keeps them from a safe escape. There's more bases than POB's in convenient cover, but a base to cover basically anywhere should have risk.
Even a spooling time to give a person enough warning that they're about to be disrupted, to do something about it.

I'm not quite sure what you're basing that off of, or if we've ever interacted. The main appeal of this idea is to make chases more engaging by adding in last moment twists as well as giving pseudo houses a method to enforce their laws. While originally the suggestion did mention transports, this was solely because I thought this was an oversight with the rules. The moment someone pointed out the opposite, I removed it.
I would appreciate it if you could give feedback on the idea as others have done so far, especially because you seem opposed to it. Preferably in more tangible ways then 'get good' so I could actually use it to refine the idea.
