I see that you are yet another new face for the Union to use. As such, I will forgive your ignorance of the situation, as you have perhaps not been correctly briefed by any of your predecessors. The Union is not welcome in Corsair space, due to war crimes committed and then poorly covered up, followed by admissions of guilt by Corin Frei. Now I understand that you believe that you are incredibly vital to our economy, and it pains me to break the news in such an abrupt manner, but alternate arrangements have long since been made, the roots laid even before your unexpected treachery.

So while your concern for our wellbeing is noted, it is unwelcome and comes across as both hollow and shallow, but again, I will choose to believe that it is due to improper briefing of the situation. In turn allow me to politely decline your generous offer. The Corsairs and the Custodi have long striven to be independent of outside forces, and ever since we attained spaceflight in the years between 450AS and 500AS, we have manufactured our own ships, parts and weapons for long enough that I would believe many of our own industries would find it insulting if we claimed to need your fledgling attempts to procure what we already produce for ourselves. Out of humility, I will not speak of the bountiful fields of Attica, but will infer that we are fine without your synthetic crops.

Additionally, I must congratulate you on your handshakes with unnamed Elders, and direct you to the Council themselves, as per Corsair law, the Custodi and the Corsairs are not governed by the same body. I personally am the Custodi representative to the Council of Elders, positioned to ensure smooth and effective communication between our two cultures, and I can assure you that no word has been passed that indicates any chances of the embargo being overturned. In fact, I would even go so far as to say that outside of this communication, there has been no mention of your people in quite some time.

It has been pleasant making your acquaintance Mr. Belltower, and I am certain that once fully briefed about the situation you will understand why I am respectfully, declining your request. I do hope to hear from you again, perhaps next time with more measured steps at mending our relationship than poorly worded insinuations and false offers.

Allow me to apologize for the delayed response. I was busy verifying some information. I'll keep this short, and I'll do my best to be polite. A temporary contract job offered by an ambitious underling is not a universal welcome into the fold. In fact, if it were not for the fact that I had already been briefed about said contract before your initial contact with us, I would not have even deigned to reply. So you can thank single-minded ambition that we are in contact. Do not read more into it than what it is.

Next, you speak of holes in distribution frameworks you are not part of. I can understand that as a result your knowledge is limited, but do not presume to lecture me on where and what the Custodi do not have. I will even go so far as to admit lesser interest in Rheinland these days. You can speak of failures and attempts to atone for them as much as you wish, but the failings of the Unioners towards the Corsair people have grown many. Supporting the Outcasts and smuggling their drugs for them. Siding with the Hessians against us when it's convenient for you. In recent days I have even heard rumors of Unioners and Federals working together.

Even in the words you use to placate us you admit your lack of knowledge. You want to ship artifacts through the Zurich loop, failing to recognize that the Gallic Crown aids in open war against the Bretonian forces, while your own change sides, attitude and ideals on a whim. There was a time when the Corsairs and the Unioners could count on each other. You have made it very hard to remember such times as a good thing, given the ample circumstances in which you have burnt our trust in you. And yet again, you come asking for forgiveness, asking for us to just name the price of honor so that you may bribe our past away.

It is an embargo, a complete and total denial of access to those who have proved untrustworthy. Let it remain there, for if it were to be discovered that the Unioners had made worse mistakes in our time of separation. Our pilots have refrained from engaging you as an enemy, preferring to allow peace to reign after the problem was removed. I would hate for relations to worsen further.

Until quite recent I've enjoyed a direct line of communications with Señor Frei.
He made me an interesting offer of tactical value in return for some mines.
Sadly, after I voiced my interest in this offer I have not heard from him again.
Suffice to say, until quite recent I have not had much of an interest in the negotiations on this frequency.
I would be delighted to hear about his wellbeing and for as long as he is indisposed for whatever reason I see no problem in exchanging words with you.

Your predecessor, a certain señor Belltower mentioned things have been " trotted this out with your elders. In and out of your space, at the end of a handshake."
Opening negotiations with such a blatant lie does not bode well, As I am one of the few Elders heading the Council of Elders, such matters would not pass me by unnoticed.
So is this some kind of bad joke?
Rheinlandish humor, if even such a thing exists?
The last hombre that layed words in my mouth had his tongue cut out.
But for the sake of productivity, let us not linger on it.
Unraveling the mysteries of foreign cultures now that is a topic for another day.

On to the matter at hand, I have taken the liberty to listen back to what has previously been said in these negotiations and some things do draw my interest.

There are yet some obstacles barring the road of normalising the relationship between the Corsair Empire and the Unioners.
They have to be addressed but by no means pose a barrier that we cannot overcome.

The most obvious barrier as you must know well is your history with the Hessian plague.
Until quite recently, it seems that the Unioners could not simply make up their mind about them.
Señor Frei told me personally of his trouble with making a clear stance against them, preferring neutrality instead of making a choice because the Syndicate was not yet ready for open war.
News came to me that now that choice has been made for him with what some call the great betrayal of Hamburg.
Hypothetically, would our diplomatic ties be normalised and would your people choose to turn their back on the Corsair empire once more, it would mean little to me.
The pragmatist in me points out that through these negotiations there is little to lose yet little to gain for the empire.
This little to gain could mean a lot to your people though, and so I do entertain the thought of this path we can embark on.

The Krefeld massacre is another hurdle we must address.
Although the Custodi seem to be quite convinced in their reading of the events that transpired, truth is that the facts surrounding it remain murky to this day.
With your permission, the Council of Elders sees it fit to open a formal investigation, by sending a small taskforce of Carabiñeri answering to Comisario Ladron to interview witnesses and those involved, as well as studying evidence supporting both the Unioner reading of events as well as the Custodi one.
On a personal note, twenty lives, thirty lives... It means little to me as it is just a drop on a hot plate.
A small list of names to be added to the countless names of those Corsairs whose lives have been taken in mindless persecution throughout Sirius.
Never the less, what transpired there could set a precedent for future situations, and could give us a clear insight in what to expect of your people.

Lastly I should adress the Custodi as they seem to have a bone to pick with your people.
The Custodi are a protected minority on planet Crete who enjoy a great deal of autonomy under the embrace of the Corsair Empire.
We do not tell them who their friends and who their enemies are, and being a minority they are in no position to do the same to us.
This is how we like things on planet Crete, and no Unioner will change that.
I will not negotiate between your people and the Custodi, and the Council of Elders will not pressure them in any way to decide for themselves.

Whatever you as a representative of the Unioners and I as a representative of the Council of Elders agree upon will not mend any tension between your people and the Custodi.
That is up to you and señor Nikitas to discuss.

"A well constructed and lenient reply, I commend you. Firstly Frei is currently on an operation that I cannot discuss, so I apologise on that. Second, the Hessians, while I cannot predict the future of our relations with them, currently we are at War and that shall stick as long as I am in charge of the Unioners. That is my clear stance, that is the stance of the Unioners. They betrayed us, shooting us in the back with the Coalition and that is unforgivable.

As for the incidents at Krefeld, I agree to allow the Carabiñeri to conduct investigations as long as you agree to allow us to observe and conduct our own. What I offer is a truth and reconciliation commission, between both of us. To admit and relieve ourselves of the past burdens of wrongdoing and from there we can strengthen our future relationship rather then get mired in the past between us. To strengthen our relations, and bury the hatchet I once more agree to it."
