I'm not aware of any such permission. Changing the laws when required is how it was always done here.
Could you please point me to the thread where the rules regarding house laws are defined? I could not find anything in the server rules or the stickies of the faction rules subforum.
I am not sure if I can find thread where it was mentioned/announced, but basically the main thread with all the house and other organization laws was locked after certain incident when faction changed their laws in an abusive way, and since then all govs have to update them through requests to the staff (I am person doing it on behalf of RheinGov whole time) which is supposed to check and approve changes. Reason why you could not notice that is that Kusari is the only house which does not have laws in that thread, only redirecting link in the OP.
I do think this is a bad way to handle this issue however. Requiring the staff to look through all law changes creates a lot of unnecessary work as I believe that the vast majority of law changes will just be approved without a problem.
Do you remember what the actual abusive change was?

I do not quite understand the reasoning though. Faction ID should always take priority over house laws and any law that is not in line with the ID should simply be invalid and factions sanctioned for trying to enforce them. This way abusive laws simply get reported by the affected players and the staff doesn't need to check every single change.
Maybe force factions to have a changelist for their laws though.

I guess it´s because no one from the staff noticed this so far. Technically it´s quite a double standard and going around restriction, everyone could do the same thing and just do not bother with staff approval.

It was pointed out several times by me and some other people, but staff prefer to keep it this way. Nothing we can do about it.

I think it was situation when faction enforced something/shot somebody allegedly because of their laws violation, but it was not true, so they changed their laws accordingly after the situation happened to make their action justified. But it´s long time so I don´t recall exact details. Also, admins claimed in that announcement that there was more questionable law changes.
I get that "you're privileged while we never have been" feeling, although we never specifically asked for it.
Though, I hope you will concede Kugov has always acted responsibly regarding that matter. People never ninja edited laws for their benefit; there is a mandatory change-log for any legislation alteration.
If you really need this to be admin locked for fairness sake then O.K.
By the way, this feedback thread is about Kusari laws. Is there loopholes you would like to discuss?
