Viktoria listened carefully. The same man who was telling her that Vierlande's massacre was necessary was also schooling her about her conduct. "Conspiring against each other? Mein Gott, you really have no idea what I meant, do you?" she said smiling to the Division Direktor as if his insinuations didn't even register on her ears.
"I was asking you to persuade these commanders on the table or someone else who is relevant, to start offensives against Vierlande." she said slowly so that Earl registers every word. "This is not a conspiracy my good friend, our analysts at the Büro believe that the loss of Vierlande is a major event that cannot be ignored. We even have statistics to prove that. she said and fondly caught Earl's hand with both hands.
"You don't share my concerns? That's fine. Why don't we go back to the hall and continue from where we left?"
He closes the door. Viktoria, Vierlande was a loss I understand that and it did damage to our reputation. I can assure you that those who attacked Vierlande will face consequences when the time is right. If you have a vessel that was great at one stage, when it was new, and something happened to it. You would go after those responsible or fix it at any cost. Am I right?
He walks to the window, hands folded behind his back. But if this same vessel over time becomes outdated, no longer effective as it should be, costing more to maintain it than what it is worth, and becoming more of a liability and possibly break down when you need it most. Would you not discard it, cut your losses and get something better?
He turns to face Viktoria. Vierlande is now occupied by criminals. We know the criminals are there, and wont leave anytime soon. So why attack now when we are not at full strength? Not to mention, Polizei that patrols Hamburg use Vierlande as a reminder of what they are fighting against. It motivates them to become better. To know that they are not all powerful and even the polizei are human and make mistakes.
Vierlande will be dealt with in time, that I can promise you. Until that time comes, Vierlande will be left untouched. Who knows, maybe when we do strike, we capture invaluable intel that we could not have gotten if we attack now? Patience as they say, is a virtue. Rushing into a situation, you only see a small part of the bigger picture. If you aspire to become an effective Direktor one day, you will heed my words. For when you are in that position of power, your life, your actions are no longer your own. You are responsible for all of those under you. They may be willing to die for Rheinland, but are you willing to waste those lives for nothing in return, and will you be able to live with your mistakes?

After hearing Earl's offer she checked her holo-watch; 22:50 Sirius Mean Time, 9th of June.
"I have half an hour before I need to leave. Work never ends, but I guess you know that already." she said with melancholy but then her face brighted up as she came up with another idea. "Why don't we grab a drink from the waiters and go to one of the balconies? I have enough time for that." the Spezialagent offered.

Direktor Zorn and Spezialagent Landers make their way back to the dancing area, he first the nearest waiter and grabs two glasses of champagne and makes is way to an empty balcony. Once alone outside, he passes one glass to her. I apologise about earlier, but one cannot be too careful when certain people are spoken about or certain topics, as you know, we serve the people, and the people are like lambs. We are normally the shepherd, and the outlaws are the wolves. But we as the shepherds walk a very fine line daily. As shepherds we want our lambs to grow healthy, and sometimes we become the wolves when there is a need to eat, or if a lamb is sick.
But enough about work, I’m sure you must be sick of it and tomorrow I will need to whip these new recruits into shape, give them personal training and make their lives hell. She took the glass of champagne in her hand. "That's classified." she said immediately but after a few moments Viktoria laughed.
"Well you know our routine... The Büro has been pulled from the front and redeployed in Rheinland proper. Patrols, dealing with the local terrorists who are growing bolder with each passing day. That sort of stuff." her eyes focused on the Division Direktor while with her free left hand she carefully straightened the tie of his police suit.
"This means we will be working very closely with you in the coming months. At my request we established a shared channel to exchange intel. So I think you would agree that it is very important to keep cross-department relations as good as possible. Shall we toast to that, Earl? The Spezialagent offered and raised her champagne glass.

Yes we can toast to that. It is best that we work together for the betterment of Rheinland. I will check in on the shared channel often, to make sure I dont miss anything. he raises his glass as well. I must stress though that once the RFP as a whole is back up to full steam, that each law enforcement agency, has a liaising officer that communicates directly with me or the Inspektuerin von Thielau. That way, if we need backup, we can get it almost immediately.
He looks out from the balcony. Viktoria, do your superiors understand the situation in and around Rheinland? I need you to send them a message, unofficially of course.
With Rheinland being the way it currently is, Hessians being bold and coming closer to New Berlin, the combined attack on Vierlande, Corsairs on our doorstep, GMG and Kusari forces doing attacks in Frankfurt and Munich, IMG and their allies having a conflict with Bretonia on our doorstep. I am going to recommend that the BDM puts their focus primarily on our border systems. The more intel you can provide, the better. The last thing we need is the Rheinwehr focus on the war, with no one else covering "our backs" so to speak.
Ill break it down for you. On the Omega front, there isnt must concern besides the Bretonia/IMG conflict spilling into Rheinland space, and the Hessians doing their raids. Cologne, doesnt see much activity, and we are peaceful with the Gallians. Hamburg, we have the Unioners, but that can be contained and Liberty is also peaceful with us. Dresden on the other hand is a big issue. The Hessians come and go as they please. Frankfurt and Munich sees raids from SCRA, GMG, Kusaris, and Corsairs. That is where your focus, with RM and maybe the SEK Commanders of Frankfurt and Munich need to be. We are fighting wars on multiple fronts. Honshu, Sigma 13, Omnicron XI. We need to focus our forces behind them while not letting our backs be undefended.
So I'm going to propose this, RFP focuses on the Omegas, cologne, New Berlin and Hamburg. BDM focuses on Frankfurt and Munich with RFP SEK Commanders.
That way, inner Rheinland is watched by RFP, and the outlaying, "troubled" areas are watched by RFP-BG and BDM. I will be making these recommendations to my superior and hopefully this gets passed on in the next Bundestag meeting. We need stability, Rheinland needs it now more than ever.

Viktoria thought for a moment. "Your suggestion is interesting but it overlooks a number of important factors." she said while looking out from the balcony.
"The Büro cannot replace the Polizei. We of course can be used as law enforcement but our primary occupation inside Rheinland is to collect intelligence and advance military technology. The Marinenachrichtendienst, being the most elite organization of our Armed Forces is also tasked with extremely worrisome threats or dangers, but for regular police duty, the RFP is more than sufficient." she sipped some of champagne.
"However I like the idea of a liaision officer. Do you think I would qualify for that post, considering my previous work in the Military Police?
I am not asking you to replace the polizei Viktoria. He sighs and looks down for a moment and turns to face her. Im sure not all of your officers are that busy, since your Direktor pulled them from the front lines. All im asking is that some Officers are spent on assisting Bundesgrenzschutz restablizing our house. Just moments ago we spoke about working together, did we not? I dont just want intel, I want all of our law enforcements to have a unified front against our enemies.
For regular polizei duties, we dont need help as we are capable. What im referring too is when we encounter a show of force from our enemies, or we assume there will be a large presence and we need to push them back.
I dont know if you will qualify for that post, only time will tell. I am alot harsher when it comes to work. There wont be this friendly formality, and I dont like to repeat myself. Just so you know, if it is decided to have a liaison officer from each agency, my Inspekteurin will be selecting the officers. Just note that under me, I dont run the Bundesgrenzschutz as a democracy. It is a dictatorship. I will be your direct superior officer, and I command loyalty and respect as such. Orders followed without question, and you will need to remind yourself that everyone outside of the Rheinland Federal Polizei is a possible threat.
Officers go AWOL, they become insubordinate, they may become infected. It will be our duty to detain, and follow due process, and I expect nothing less than your best all the time. We have a contingency plan for most situations with regards to safe guarding Rheinland.
Viktoria listened to Earl without any signs of what she was thinking. "Well, typically a liaision officer can come from either the BDM or the RFP. They will be there just to facilitate contact and cooperation between the two institutions. Nothing more. And their superior is typically both the BDM Direktor and the RFP one." she sipped some of the champagne.
"Enough of work. Let's talk about Berlin. This is where you're coming from, right?" she asked with a broad smile. The next 15 minutes were less strenuous as the discussion ventured into a wide range of topics. Viktoria particularly respected the fact that the Division Direktor originally came from the Military, a trait which easily distinguished him from his colleagues.
She checked her holo-watch.
"I have to go now, Earl. she said, waiting for a response.
