Actually, if GMs are willing to release data on deliveries of refugees, we can use that to reward players from bretgov accounts. Just a thought right now but should not be an issue.

So, it would seem that the event requires you take a freighter all the way to the sell point, not allowing you to drop the cargo for a larger transport. Making this event very difficult for the allied side, considering the distance to Gran Canaria.
Either allow transports, or give the allied side a closer sell point.
