Good Afternoon,

Each of you receiving this message was a belligerent in the recently concluded conflict between our respective alliances. Now that the Kingdom of Gallia is, aside from a remnant band, no more, it is time for all of us to look past the war and to a new future. We all need to sit down and talk before some misunderstanding sparks off a renewed conflict.

To that end, Natio Octavarium would like to host a diplomatic conference for the purposes of negotiating and signing a peace treaty formally ending the state of war between our two alliances. I will offer the services of my own executive liner, the Leviathan as a neutral site to host this conference. As the most poignant reminder of the human cost of this conflict, and the importance of finding a peaceful way forward, I propose that the Leviathan take up orbit over Leeds for the duration of this conference.

Each nation (or organisation, in the case of the IMG) that attends may bring one capital ship OR passenger transport and a small escort of fighters. All attendees boarding the Leviathan are required to be unarmed. The Fourth Octavarium Fleet will provide a full security staff to ensure the safety of all on board. Violence will not be tolerated.

I sincerely hope that all of you will accept this invitation in the spirit that it is intended. The time has come, at last, to close the book on the darkest chapter in our collective history.

While this is a very kind offer on behalf of your organization, the Republic of Liberty, and by extension, the Forces of Liberty, declines your invitation to the summit. While you may be confident in the safety of the members to the summit, the Republic of Liberty is unable to confirm such claims in any capacity.

. . . . .First, the involvement of the Republic of Malta, who have not only allowed the raiding, destruction, and murder of Liberty civilians and property, but have encouraged it, with capital-class sightings every week, is unacceptable. The Maltese criminal empire have also been confirmed to enslave civilians - Liberty or otherwise - into their ranks, as well as supply and transport a large volume of high-hazard contraband, including the exceptionally dangerous and addictive toxin known as 'Cardamine'.

This has created an issue in diplomacy between the Guild and the Republic, until a point that they were declared a terror organization, and will be treated as such until proven otherwise.

I regret that your organisation is unwilling to attend. Maltese Hispania and the Independent Miners Guild were invited as they were also belligerents in the war, on the Allied and Gallic sides respectively. Because of their involvement in the war we're hoping to settle, denying either of them a seat at the table would not be right or proper on our part. We never expected that everyone involved would establish friendly relations, but without at least speaking to our enemies, how can anything ever be resolved?
