I bid you good evening, esteemed ladies and gentleman.

With the conclusion of the Gallic war and tensions between The Guild and the Kingdom of Bretonia significantly winded down since the conflict over Aland Shipyard and consequential events, both sides have expressed their will to negotiate by putting the weapons a side and taking seat at the peace conference aboard the Natio Octavarium liner Leviathan. For we initially had hopes of the treaty being signed there and the unnecessary conflict put into the annals of history - it did not yield the result The Guild have hoped for, as the conference have subsequently fell into stagnation.

The Guild is, however, still open to the negotiations and has the intention to finalise the treaty that the delegates on Leviathan have never signed, so it only leaves one question - does the Kingdom of Bretonia still share the same intention and will to negotiate?

Subject: Peace Negotiations

Good Morning,

My name is Lady Sarah Mountbatten. I am the Duchess of Westminster and a Hereditary Peer in the House of Lords. Though I am not affiliated with the Foreign and Commonwealth Office, they have granted me authority in this instance to negotiate on behalf of the Kingdom of Bretonia. Mr. Steiner and Admiral Redmond both spoke with me about their experience at the peace conference aboard the Leviathan, and neither one mentioned any treaty that was even close to finalised, involving the Guild or otherwise. So, any negotiations aimed at ending hostilities between your Guild and our Kingdom will need to start over from the beginning.

For my own part, I can think of about four billion reasons, buried on New London and Leeds, not to listen to anything you have to say. Nonetheless, I am willing to entertain the idea of putting an end to our purge of your guild from our territory. What is your guild willing to offer Her Majesty's Government in exchange for peace? What do you believe will be enough to buy absolution for your own small role in the worst atrocity in human history? How will you apologise to the dead?

In Her Majesty's Service,

Lady Sarah Mountbatten
Duchess of Westminster

Lady Mountbatten.

First, and foremost - a formal apology and introduction, i believe, should be in place. My name is Celestia Ludenberg, and the current internal shifts make me the spokesperson for the Board of Guildmasters and the most probable replacement for Guildmaster Kirigiri, who have recently voluntarily stepped down from her position.

I do not think i have to remind you of the vicissitudes of the outbreak of war; we had to come to terms with the Gallic armadas pouring in - that have put our Tau assets and later - Freeport Four in the Liberty-Bretonia border into jeopardy. Nor do i have to remind you about the fate of Freeport Four, that fell victim to the Gallic advance.
They would've wiped the entirety of our Tau assets in a blink of an eye, and the Outcasts would have taken the opportunity to clear what wasn't touched by the Royalists.

We are equally guilty in coping with your archenemies at the beginning of the war as you are guilty in coping with our archenemies at it's conclusion. Trusting Malta is yet to come back to you.
We heard about the New London and Leeds, and, on behalf of the board of Guildmasters allow me to express my sincere condolences to the Kingdom of Bretonia about the souls lost to the cruel, genocidal intent of the military junta seeking refuge in the Herbides.

Naturally, the guild condemns the occured genocide, and back in the days of Leeds evacuation a small contingent of my men have been dispatched to the surface and commited themselves to the relief efforts. Whetever you choose to believe this or not is up to you.
The war have taken a heavy toll on us both, albeit less on the Guild considering our degree of involvement and stance we have taken since the threat of immediate loss of our Tau holdings to the Gallic Crown came to reality.
However, i am inclined to believe you are barely interested in those lyrics and semantics, so let us cut to the chase.
You will find our initial proposition attached to this message. Naturally, it is open to discussion and all terms are negotiable. I suggest we rely on the Leviathan Conference terms related to The Guild and The Kingdom and work from there.

I expect this treaty, once discussed and ratified, to be signed by both parties and printed in two copies - one for each of the sides involved. Naturally, i am looking forward to your reply and any related suggestion you may have to change the conditions - anything will be reviewed and discussed, and we sincerely hope for your considerable stance.

~Celestia Ludenberg.

Peace Treaty Wrote:The treaty is to be signed by the respective parties of Independent Miners Guild (further - The Guild) on one side, and Kingdom of Bretonia (further - The Kingdom) on other side.
The terms agreed upon will be in immediate effect and respected by both parties indefinitely with no exceptions.
The conditions are as follows:
  1. The Guild and The Kingdom agree to immediate and unconditional cessation of all hostilities.
  2. The Guild and The Kingdom agree to immediate and unconditional exchange of all military and civilian personnel taken into custody during the period of hostilities.
  3. The Guild offers The Kingdom a substantial amount of resources that meets the fraction of the demands of Bretonia Armed Forces necessary to rebuild their fleet and main shipbuilding facility - Southampton Shipyard.
  4. The Guild and The Kingdom corporations will have unhindered, unrestricted access to mineral resources in Dublin, Omega and Tau regions, the allocated security divisions will cooperate to ensure the safe passage of logistical vessels.
  5. South Shields Refinery will direct 30% of the deuterium fuel produced to the needs of Bretonia Armed Forces.
  6. The Guild will publically condemn the actions of The Gallic Royal Enclave, cut all ties with the said entity and lean towards recognition with the provisional Gallic government and, after the provisional period passes - with the legitimate, acknowledged Gallic government. However, The Guild paramilitary will not be commited to the direct confrontation with the Enclave forces unless the aggression comes from the military junta residing in the Herbides.
  7. The Guild diplomacy will not be affected past the point of condemning the Gallic Royal Enclave.
  8. The Guild will retain the administrative rights over Aland Shipyard - either immediately or in the foreseeable future. In case of immediate transfer, Bretonian military personnel will immediately depart the said installation, except the personnel necessary to maintain the fleet vessels, and Aland drydocks will be commited to repairing Armed Forces assets for as long as the demand for Aland involvement is present - either until all the repairs are done or Southampton Shipyard is rebuild. The Kingdom obliges to inform The Guild about either of the conditions fulfilled, and not to capitalise on the courtesy of The Guild more than necessary.
  9. The Guild will retain it's right to salvage the wrecks of vessels beloging to it or it's allies in the vicinity of Aland Shipyard, as well as The Kingdom will retain it's right to salvage the vessels belonging to the Armed Forces and it's allies. The Guild will retain it' right to clear the Cardiff intersection from the destroyed station, and will not lay claim to re-establish operations in the said intersection.
  10. The Kingdom will lift it's claims for any and all assets of The Guild unconditionally and will not hinder The Guild paramilitary defensive operations in 10 kilometers radius around the following stellar objects: Battleship Hood, Aland Shipyard, South Shields Refinery.

Kingdom of Bretonia - The House of Lords
Her Grace The Duchess of Westminster

To: Celestia Ludenberg

Subject: Peace Negotiations

Good morning, Ms. Ludenberg,

I apologise for the delay in our reply. The cabinet has been discussing your proposal. Some parts are acceptable, others are not. I will address each point individually.

Quote:The Guild and The Kingdom agree to immediate and unconditional cessation of all hostilities.

Considering that the rest of this document is a set of conditions aimed at achieving exactly this, I wouldn't use the word 'unconditional'. This point is otherwise acceptable.

Quote:The Guild and The Kingdom agree to immediate and unconditional exchange of all military and civilian personnel taken into custody during the period of hostilities.

Again, aside from the incorrect use of the word 'unconditional', this point is acceptable.

Quote:The Guild offers The Kingdom a substantial amount of resources that meets the fraction of the demands of Bretonia Armed Forces necessary to rebuild their fleet and main shipbuilding facility - Southampton Shipyard.

This is also acceptable.

Quote:The Guild and The Kingdom corporations will have unhindered, unrestricted access to mineral resources in Dublin, Omega and Tau regions, the allocated security divisions will cooperate to ensure the safe passage of logistical vessels.

Considering that expanded mining rights in Dublin was one of the concessions my late father offered the Guild in exchange for cooperation with Aland, we are not inclined to grant it now. You are free to do as you will in the Omega and Tau regions, but in Dublin, you'll have to settle for status quo ante bellum.

Quote:South Shields Refinery will direct 30% of the deuterium fuel produced to the needs of Bretonia Armed Forces.

The Guild will publicly condemn the actions of The Gallic Royal Enclave, cut all ties with the said entity and lean towards recognition with the provisional Gallic government and, after the provisional period passes - with the legitimate, acknowledged Gallic government. However, The Guild paramilitary will not be committed to the direct confrontation with the Enclave forces unless the aggression comes from the military junta residing in the Hebrides.

The Guild diplomacy will not be affected past the point of condemning the Gallic Royal Enclave.

These points are all acceptable.

Quote:The Guild will retain the administrative rights over Aland Shipyard - either immediately or in the foreseeable future. In case of immediate transfer, Bretonian military personnel will immediately depart the said installation, except the personnel necessary to maintain the fleet vessels, and Aland drydocks will be committed to repairing Armed Forces assets for as long as the demand for Aland involvement is present - either until all the repairs are done or Southampton Shipyard is rebuild. The Kingdom obliges to inform The Guild about either of the conditions fulfilled, and not to capitalise on the courtesy of The Guild more than necessary.

As with expanded mining rights in Dublin, the return of Aland under these conditions was promised in exchange for the guild's cooperation. As it is, we will not be returning Aland now or at any point in the foreseeable future. I would suggest expanding your facilities at Freistadt and adding drydock modules, or else constructing a new facility.

Quote:The Guild will retain it's right to salvage the wrecks of vessels belonging to it or it's allies in the vicinity of Aland Shipyard, as well as The Kingdom will retain it's right to salvage the vessels belonging to the Armed Forces and it's allies. The Guild will retain it' right to clear the Cardiff intersection from the destroyed station, and will not lay claim to re-establish operations in the said intersection.

This point is acceptable.

Quote:The Kingdom will lift it's claims for any and all assets of The Guild unconditionally and will not hinder The Guild paramilitary defensive operations in 10 kilometres radius around the following stellar objects: Battleship Hood, Aland Shipyard, South Shields Refinery.

Aside from the mention of Aland Shipyard, this point is acceptable provided that operations in those areas are in full compliance with the Bretonian Charter of Interstellar Law. This includes section 4.7, regulating non-Bretonian capital-class warships.

Lady Mountbatten.

The Board of Guildmasters have reviewed the way you have addressed the conditions presented. Naturally, we have been prepared that some will be denied, and the subjects of denial have been well within my calculations. The revised terms have been found acceptable and i will immediately direct corresponding directives over the respective channels once the treaty is signed.
Naturally, Bretonia interstellar laws will be respected to the letter by the paramilitary and civilian personnel alike while in transit through the Kingdom space and in defense of own installations.

On behalf of the Independent Miners Guild and the Board of Guildmasters i, Celestia Ludenberg, sign and ratify this treaty.
