Personally, I'd find it excessive to fly caps down through Bretonia and into Dublin to fight the Coalition without prior justifiable reason, and probably more importantly. Notifying BAF what you're doing. But I am generally against rules that prevent people from making bad move like this.
The 4th sending caps down to Dublin, without notifying Bretonia can cause some problems for the OCs in Bretonia, if they react to it. It then generates more RP on both sides. It also gives OCs reason to put the 4th on blast for being idiots and potentially making Bretonia and the Taus more dangerous.
All these people expressed their point of view about why your request is not critical or even important (or correct), and Hokan said that there are laws and FR5 (hooray, someone reads the laws of the Houses and understands that they can be applied according to destination!)
Regarding this situation. Well, firstly, I may seem arrogant, but here are all the killings that we have done in Bretonia all the time in this House (in relation to the Coalition):

Your claims to the outcasts are unfounded. You indicate that the outcasts take an active part in actions against the Coalition, but... How active is the Coalition in the siege of this PoB, because of which we are here? The maximum that I saw was 4 capital ships, which were destroyed before my arrival by several bombers. In addition, it is stupid - because of one group to punish the entire faction. You yourself are against this, but you want that because of the 4th all outcasts will lose their ZOI.
And again, I will seem arrogant, but do you think that the disappearance of the outcasts from Bretonia House will really affect the effectiveness of the Coalition? Have you seen yourself and your people in battle? Are you making efforts to make them better, to teach team play? Do SCRA generally know how to assess the chances of winning when they go to help someone?
I may seem toxic, but sometimes it infuriates me that people, instead of solving the situation by their own efforts, start complaining that everything in the game is unfair and wrong. That because of their problems the rest of the community should suffer, which has no idea what happened at all.
In other words, at least once stop showing spinelessness.
It seems that there is some sound reasons for a change, considering the current relations with Bretonia. I would see two appropriate extensions of the outcast zoi for this.
1) If they're legal in bretonia, and are not going around to pirate, their zoi should stop at the taus. They could still go to bretonia as traders or smugglers. They create unbalance if they remain in Bretonia to play as second navy to BAF.
2) If they're to pirate in Bretonia, or to become outlawed again, I could see them having Bretonia as a zoi (for piracy and skirmishing with Corsairs), or with "systems bordering Taus" only Bretonia, if their main focus continues to be the House and piracy.
(If the main focus is to fight Corsairs, how about giving both sides a "Can attack X anywhere" ID line? legitimize Corsair/Outcast skirmishes anywhere in Sirius)

You join the fight with capital ships to shoot our snubs while it was a snub fight?
You come to get two easy kills on SCRA| Cruisers while I had a really long fight between Thunderer (BAF|), CP vs my Coalition Cruiser and GCA just to show your Mighty skills and power?
Yeah dude, that's annoying. I don't mind you there, and I don't mind you fighting us, but you're always joining the fight to gank us when we're already done with the fighting or when we already lost most of our forces and are almost dead. You're just a cheap blue hunter, nothing else.

This is ridiculous, given that in that battle you lost to one of the Enclave gunboats and you were full of shields and nanobots, but the gunboat dry one of you.

You should not be annoyed by someone who arrives at the battle, but how incompetent people are in SCRA, who manage to send 4 capital ships against 4 bombers with torpedoes and lose.
