Play by their rules - send the appeal, raise the public awareness by starting an inRP smear campaign against the police injustice or corruption (akin to real ones in the US), create a bill with proposition to take the police from private hands (LPI inRP is a corp on hire of the gov) back under the control of the state. After these maneuvers any encounter with the police can be RPed as "injustice" akin to almost anything in the modern US can qualify as "offence" (against gender, race, etc). Have fun.
