I hope you know that they are mostly written by the Official factions representing the NPC factions to some degree. The Zoner laws, afaik, are only enforceable by the Official factions. It's in their IDs.

While I'm slightly surprised with lack of RP, I feel it's justified in regards to RHA.
Although, they are slightly better than other terrorists, to be honest. Others don't do negotiations at all. A tiny tiny bit better.
I will put them at level = can be redeemed, in theory, some day.

I noticed that the Hessians are a bit more than neutral to the regular Zoner ID, I don't know how the relation between OSI and RHA are. But to be the leader of said faction, and not RPing after a fleet of RHA cap ship waltzes into your No-Fire-Zone and destroys a Zoner(-protected?) base, right in front of your eyes, is a bit squalid. Maybe your faction deserves a new leader.

(exaggerated) So the next time I want to build a POB in house-space I don't have to follow the law and pay the fees because this is NPC-law? Interesting. But maybe the officials of the Zoners should get off their lazy asses and comment this breach of the law instead of letting someone (NoMe) do the talking who barely speaks English.
It's an RP server. Maybe the Zoners got bribed by the RHA to look away. Maybe it was an illegal PoB by Zoner laws and the RHA did the dirty work for them. Who knows?
