Considering all things, focus should be given on the corporations. On a competitive aspect, to make them challenging to be in space and take risks against piracy.
The idea of drawing plans based on "who will the navy shoot" or "kit the unlawfuls to down navy" may work sometimes, but not all the times.

GRE provided an opportunity for all the owners of Gallic stuff (indies included) to put it to good use, instead of wondering what to do after the end of the war. It also provided something that Bretonians, Gauls, and Crayterians could keep shooting at.
Its creation also led to some of the best RP I had on Disco yet, and allowed for the impression of a living and breathing universe.
Personally I would've liked the idea of Bretonia being forced out of the war after the Gallic attack on New London. Imagine the capital in Cambridge, the neutral/skirmish zone in the wrecked New London, Bretonian resistance, Corsair threat from the Omegas, Mollys taking over Dublin, Bretonia desperately trying to hold on to Gran Canaria and Sprague.
Gallia in this case could still be split into Confederation and Enclave (because "Council Ex Machina") or could be focusing on Liberty. Call me biased, but that was a rather believable scenario. Haven't analyzed that from the gameplay perspective though, because...

P.S. Discovery, stop beening around Bretonia. Enough. This house got enough. Repair Rheinland, work with Kusari. Repair pirates everywhere. A lot of problems people have. Not everyone here want to know what Bretonia want to do. It's your way, play in the game. Decide within yourself, it's your problem.
UPD: I see only people who fly around Bretonia in this thread. The most from Gallia. Some from Bretonia and Some from Kusari. (Like I can see).
+1 about Bretonia (and for gallia, just stop sinking work into it already) but before you bother to "repair" any individual house or faction, staff need to deal with Sirius-wide and Community-wide issues.
- Jump hole connections need to be changed to focus players on routes that are irp busy so there are more interactions and piracy becomes fun again, and so it doesnt spread players out and makes them fly through systems like gamma that shouldnt be trade routes for lawfuls.
- POB rules need to be change so there is less frustration and drama around them, and so there is a clear difference between POBs that dont harm and have positive impacts on gameplay so they can be made invulnerable and easy to maintain, in contrast to "battle bases" that serve as easily destructible and temporary "area denial" or "area conquest" tools that builders wont get attached to and cant impact too negatively with.
- the ingame help that is available should be expanded and at the very least marked with a label so people can actually find it.
- devs and gms need to reform how they do things so they dont hold their position hostage and abuse it for personal reasons, with a new code of conduct
- official faction leaders need one too so they stop doing the same and gain a basic understanding of how not to be a harmful douche
- the pvp "honor system" needs to be reformed so it doesnt punish people for siding with new players

Yah, a-and if you really, really, really don't know what to do to improve the game, then finally start to fix the global economy – there'll be always something to do.
Just pull the last jump connections to Gallia and make the only way to cross back and forth JD. Since it looks like Gallia will be the secret alien government, either do that, or Bretonia and Liberty join Kusari, and invade. Rheinland can split between the two sides.
