Before the pitchforks come out, over the last 3 or so Updates, we have had to move a lot of POBs due to Systems being shrunk/redesigned. This latest Update has included quite a lot that need moving.
3 Updates ago a POB was moved because of a System redesign and the following Update it had to be moved again due to a NPC Battleship being placed in the spot it was sat in. Things happen.
Devs don't look at POB placements, they are only interested in the, where JHs/Planets/Suns/NPC Bases etc are (ie things in the Game Files), in their Universe. The Admins have to deal with placement of POBs as they are contained in the Server Files.
So please try to stay away from any 'Conspiracy Theories'.
All it takes is a Request to us for us to clear up the problems.

Developers do not take into consideration POBs in system designs (as they are dynamic objects that can be created and destroyed, taking pobs into consideration would negatively impact game design) - thus accidents like such can occur. The system was simply scaled down, and obviously every pob in the system was caught up by this.
It's just a coincidence, no one is out to get you. Just post a player request and they'll move it.
You won't get an answer here from Admins who have no idea which Devs did what, to what systems.

I also guess that particular dev is unhappy too now, after all the efforts he/she did.
A possible solution for that would be for them to allow others who are willing to do work, more work, and better work than them, to contribute too, instead of doing their best to keep others from contributing just so that they can say "look I contribute and you dont" in order to stay "king of the hill" and stick it to who ever they want.
Assuming they really wanted to "make people happy" by placing a jh right next to their pob.
