Yes, unfortunately I already tried that. No matter what GPU I pick there, it doesn't change anything. Either on global or direct for the Freelancer.exe
First of it, i would like to know your system specs, in order to look further in what is happening or issuing the problem, the main problem is that "Graphics Cards" do not detect FL as a DX9 game, so Nvidia control panel will not work as expected ... because it has some kind of weird DX9 while being DX8 game ...
but i could help look further ...
first i need your computer specs, like CPU, GPU, RAM, Motherboard and that is all to start ...

Interesting, then is impossible game running on Dedicated graphics, i have an ASUS ROG Strix Laptop, same as you ... just a issue with CPU+iGPU then with dGPU ...
Okay, so, Discovery is always using the integrated graphics via Nvidia Optimus, so Nvidia control panel will don't do anything....
that is why you are unable to run it, because the control panel only let figure out to DX9 Games, and Freelancer being DX9 Compatible but written with DX8 Code (some weird kind of DX8.2 or something with DX9 Features)
Well, solution here is simple ...
first of all you need to make sure is running onto the graphics driver from the ryzen from there we need a specific version of Riva Tuner called V.7.3.1.24485
you must make it start everytime with windows and review if your monitor refreshrates are correct (i played in a 144hz monitor giving me ... 30Hz, but 120Hz one giving me 120Hz) so i started it here ... you don't "Limit" the game by deactivating VSync (because Freelancer has nothing on that kind of limitter) what you do is ONLY limit the framerate ... to let's start at 60
you must have a "Global" and add a new one on riva, push the "Freelancer.exe" from the "Discovery>Exe" folder, application detection LOW, Stealth and Custom Direct3D OFF, Framerate limit put 60, Scanline OFF, OSD Support ON, Rendering mode Vector 2D, Coordinate Space Framebuffer, OSD Shadow ON, and Show own statistics ON, you must have activated start with Windows and show On Screen Display of course, or Riva will not work (you must make sure this software always run in administrator mode) in the Discovery Freelancer "Launcher" in the part of "Game Settings" enable "Use Desktop Resolution" and finish with this optional argument " -noframelimit "
with that argument you say the launcher do not obey the software limmiter (that is a crap) and use external limmiter ... or at least that was who devs say it ...
i know i know, dunno why admins decide put a frame limmiter ... i have never seen a issue, just than one people having it move nicely and others not ... but is the worse implementation ever had this server ... (game more than 240fps don't have any repercution inside the game ... well, not that catastrophic ones...)

Odd is, when deactivating the integrated gpu in the bios settings, nothing changes at all.
I just deinstalled the previous version of RSS and installed the version you suggested.
I also set all NVidia/AMD settings for graphics to default. Also other settings I used to fix that issue.
My settings for the FL launcher already have been like you suggested them to look like.
With your settings, I now have 60 fps constant in the game menu (before like 170). Once I join the server, the fps drop again to 29.
Compatibility/DPI settings for the Freelancer.exe have no effect on that so far. But I need to run freelancer as admin, to make sure RSS recognizes the running application.
I sent you a request on discord, since I have no clue how to proceed further.
Probably I will get me a new external hdd case and provide a win7 installation with freelancer there and check what happens ..
This might not be 100% relevant but there is this rare issue which occurs specifically after entering MP, though it usually drops the fps to around 100 instread of 30, from this thread (I had this issue too in the past):
I started a soloplayer game, to check if that VPN solution could help me.
Game menu: 60 FPS.
Starting solo game, docked on planet : 29 FPS.
Undocked: 60 FPS.
Docked: 29 FPS.
I now checked and same applies for the online game. I know in before, being docked/undocked did not change the fact I only had 29 fps.
I also tried using RSS to fix the problem a couple of months ago.
Probably resetting all graphic specific settings in the control panels and using RSS with the settings Nanosinx suggested helped somehow.
I am pretty unaware about this issues, all i can tell you is that game will always run on iGPU instead of Nvidia one (The reason is because that is how it works Optimus, and being a DX8 with DX9 Feature Capable) but i could make sure try to enable the integrated graphics, due the reason of certain "Stability" in how it work his system ...
Anyway, i cannot find your laptop model with that specification (salvo an 1660Ti and Intel HD Graphics) do you have any link so i can look further in how your system works, some notebooks are know because his way system manages the video output, in order to proceed i will need a link from the lenovo page to look about the system (so i get exact model too) and we will perform some ... weird things ... with a external monitor or TV you get in home
I have no idea why my FPS are back up. Everything now works even without using Riva. Latest drivers + default settings for the gpus seem to work. Or something else I already have done, since I tried a lot of things.
I was not aware, that the FPS you get when being docked at a station != FPS when being undocked in space. I just remember in the beginning when I had the issue, both FPS were the same. Hence my surprise today when I had plenty of FPS after undocking.
Exactly the same issue but in menu 180fps, after joining server cap at 65fps (not 30fps), no matter docked/undocked, always 65fps. When back to main menu boom, no more 180fps but 65
I've tried everything including Nvidia CP settings but no result. In Multiplayer always 65FPS.
Tried window mode and in multiplayer 144FPS ingame!!! But I'm not a fan of playing windowed or windowed borderless mode. Additionally I noticed that Freelancer in windowed mode is more contrast and dark - I really don't like this... So prefer fullscreen. Just want 144fps becuse my monitor uses this refresh rate and game looks incredibly smooth (after comparison fullscreen vs windowed)
Monitor HP X27i 2560x1440 144Hz (Freesync and GSync) connected to laptop via DP 1.2 cable - optimus DISABLED in Vantage/BIOS, additionally iGPU is not used when laptop is connected to external monitor through DP cable.
