I created a pirate, started gaming and made various friends. The first problem: I ended up with an IFF as Outcast. I did some dropreps and ended up as Junker.
My son told me about the resetrep. So I went to Providence Station in Edinburgh and did the resetrep there. Result: a lot of enemies, a lot of neutrals and, very strange, one friendly: Technocracy of Auxio. Then I bought a bribe to become friendly with the Independent Pirates. Thinking about it: if I start as, let's say, a Zoner, I'm .9 friendly with Zoners and have their IFF. But this doesn't happen with Independent Pirates.
The Pirate ID is a generic one, like Freelancer or Researcher. This type of IDs does not give you an IFF like faction ones do. There is a server command to give yourself a Pirate IFF, I think it was simply /pirate.
