It's been a little while. I have to thank you for giving Rex a chance to train at your facilities. I'm sure he's very happy with being able to fly bigger transports.
My message today comes from a conversation one of my pilots had with Alpha Conqueror Eduardo Montalban. We're planning on relocating our base of operations out of the Kepler System. Our crews have lived and worked here for close to a year now. Even with these reinforced walls, we aren't immune to radiation sickness. It's beginning to be a problem for us. We aren't quite sure how long the storm in Kepler will stay around, this leaves us in our current position.
Scouting Sirius has revealed two suitable positions, as Halpert mentioned in his conversation with Montalban. I hope this transmission will serve as a discussion to talk terms, boundaries and other such conditions if we do plan on moving into the Tau-37 system. A handful of points were brought up during the talk in space, here is where I wish to formally draft a list and agree upon it. The record of this conversation has been attached.

I have been appointed your liaison for the purposes of this discussion. This is an interesting proposal. High Command's primary concerns are around maintaining the security of our border regions. We do not contest the relocation of the station as long as the following conditions are met.
Bounty hunters, Gallics, Hagosha, IMG, and other enemies of Malta are prohibited from docking.
The station will not be used for the storage or transport of Stabiline, Nox, and Artifacts.
Maltese inspectors are allowed access to verify compliance.
No taxes or dues will be required, but failure to abide by these conditions will result in direct action.

Previous communications with Starfleet has restricted the Starfliers from entering, surveying and recording any information on the Omicron Alpha and Omicron Beta systems. These conditions will still be honoured, as I'm well aware of how much of a super-power the Maltese are.
The waving of taxes is a generous gesture, thank you. As of right now, I'll attach what we have so far. Would there be anything else to add to the conditions?
I am contacting you again at this time to confirm Tau-37 as a place where my company can reside. As before, we understand the boundary to your space and have a plan in place to bar certain ships from docking. I'd like you to advise me of any changes, if any, before a relocation attempt is made.

After consultation with High Command, in addition to our prior requirements we must insist on two requirements regarding placement. These requirements are essential to maintain freedom of movement for our vessels and those of our allies.
The base must be at least 15 km away from the nearest jump hole.
The base cannot be placed in or near the Bermejo Cloud (sectors A1 though H5)
We wish you a pleasant relocation, and look forward to the mutual benefits we can both enjoy from this arraignment.
Your terms have been read through and as much as I can understand the Maltese as a whole being protective of their space, could I ask special consideration be made for Sector D4/5? If no compromise can be made with this request, I'll have one of my pilots try find another suitable position within the southern side of the system.
I only ask of this position as it's out of the way from the usual routes between the Freeport and the rifts leading to neighbouring systems. Below I have attached two visuals from my Bustard to illustrate the exact position I am referring to.

Despite initial appearances, that specific location is actually quite hazardous. Not only does most traffic through the system pass through that area, but when we are forced to repel invaders from Tau-37, the battles often occur in those exact sectors. Placing your base there would not only interfere with critical military maneuvers, but it would place your station and crew in grave danger. We would not be able to grantee that your station would not be hit by stray weapons fire.
We insist on a different location for the base, for your own safety as well as our security needs.
Seems I didn't listen the first time. You're the second person warn us of Tau-37 and it's potential to become a battleground.
I'll task Halpert to find another location. I hate to ask... the Omicrons, as much as it's considered "No Man's Land". Are there sectors among the eastern side of Sirius that are safe?

The Omicron systems are not for the faint of heart. Far more dangerous things than the occasional gallic warship lurk in those systems. Your group prefers not to fight, correct? Such as you will not survive long. One can barely reason with the savage corsairs, and they would be the least of your troubles in the Omicrons. I would suggest finding a home in another Tau system if Tau-37 is not to your liking. The Sigma systems are another possibility, but we have little influence or interest there as of late.
I can say pretty confidently that the Sigma Border Worlds are entirely off limits to us. Let's just say that the GMG really doesn't like surveying equipment operating in their space. Learned that the hard way.
When it comes to the Omicrons, from what I have seen they are unpredictable. Being that we focus on defense rather than offense, I can see that something or someone will not like us being there and promptly do something about that. Your words will be listened to on that subject since you and Starfleet as a whole operate out of that sector. I had this risky idea... though from your words about them in your last message, I will keep that to myself.
As much as I do like the Taus, from what I see from Halpert's reports on the area... we may have to extend our search to other systems we originally had refused to consider. At this time, we can consider this matter closed.
