I am Admiral Sommverille of Her Majesty's Armed Forces and Chief of the Defence Staff of the Ministry of Defence for the Kingdom of Bretonia. The reason I am sending this urgent transmission is to clarify a matter of both external and internal danger to both our nations.

As the military operation against the Liberty Insurgency within the Vespucci system continues, our long-time ally, the Crayter Republic has openly pledged its support for the evacuation of Insurgency citizens from Planet Veracruz and onto Planet Yuma, their capital. While we respect the Republic's right to choose their own future, we can not and will not stand idly as Insurgent agents and citizens are being evacuated from under our watchful eye.

Thus, I would like to inquire onto the Liberty Navy and LSF's own plans and decisions in this matter to guarantee a rigid response to the Coronado-based government masquerade as "heroes of the people". Please respond at the earliest convenience.

May I firstly take this opportunity to introduce myself. I'm Martin Kemp-Smith, Admiral of the Liberty Navy Fourty-sixth Fleet. A pleasure to make your acquaintance, sir.

Now, rightly on to business. The Crayterian Republics' latest endeavor to openly support and provide shelter to potential Insurgent agents and civilians is most worrying. The potential security implications and hazards this brings to both our respective nations must not be permitted to continue. I am duty bound to protect Liberty, the Republic and her interests from any threat, both foreign and domestic and this does put the Liberty Navy in a most inconvenient of positions.

We have yet to receive word from the Liberty Government as to how to proceed with the matter. Though, if I am not duly informed that a communication has been sent to the Crayterians, then I shall follow that up with the Department of Defense and Office of Foreign Affairs for guidance. At present we are operating under standing orders, which alleviates our capability to immediately use any forms of force against transports, other than those operated by the Insurgency themselves.

Once I have received further clarification, then I request that this frequency be left open for further communications between us, Fleet Admiral.

As the CO of the 46th Battlegroup in Vespucci I would like to interject. The people leaving Insurgency territory are almost exclusively women and children at this point. The deluded Insurgent Navy and their men still believe in their lost cause, and that they can somehow hold their territories and their twisted values against the righteous forces of our Republic that is merely trying to bring Duty, Honor and Liberty and reunite people.

The Delaware is making splendid progress, we will not be stopped. But there is no reason to murder innocent children in cold blood for the sins of their deluded military Insurgency usurpers. Think of us on the front lines - we need to keep the morale high, we are fighting for the higher principles of Liberty, the morale and resolve of my men depends on the firm belief in that we are in the right. Which we are. Do not sow doubt into our hearts.


Way forward
I have offered the Insurgents refugees an open path to Liberty. Those that are women, children and disabled at this point only I want to stress. I suggest Bretonia does the same. It is in our interest to allow this, discredit the folly of the Insurgency cause and prove we are in the right.

Under one condition - that those leaving the area will subject themselves to vetting and criminal records checks, with no immunity from our justice system.


Crayter
Like I said - please do not harm the morale on the front lines. It is my belief we should let them pass to Crayter, but then force the Crayterians to allow Libertonian officers to perform vetting of all arrivals. Battlecruiser Yellowstone staff can help in such thing. Extraditionary procedures should be agreed upon.

With this move we will weaken the population centres of the Insurgency, make our operations on the front lines easier, morale stronger and without a single shot process thousands of refugees and make Crayter ship the bad apples to Liberty to face justice - this is a win for us all I would say.

I am most grateful to receive a detailed response on the unfolding situation within Vespucci and the adjecent systems. Ever since the beginning of this conflict, we have paid much attention to the claims of all parties involved, including the proposed evacuation corridors for Insurgent citizens.

While we cannot, for the time being, provide any information on the status of the refugees themsevles, rest assured that both I and the Bretonian Government are working around the clock to ensure that the situation is resolved in a timely manner and with a reasonable response. However, I must inform you that, in spite of recent events, the Kingdom's main focus is on the Crayter Republic.

I do not know how well informed you are on the blockade imposed upon the Gallic Union by our Kingdom, the Kusari Empire and the Crayter Republic, nonetheless it is in my interest to mention that the Crayter Republic has broken the pact signed and sided with the now-in-command Gaul Royalists. Such a move has been deemed unacceptable, and therefore we have taken great interest in overseeing the relations of the Crayter Republic with their stellar neighbors. The Republic's alliance with the Liberty Insurgency poses a direct threat to our national sovereignty and security through its existence, and, as unfortunate as it may well be, the Kingdom will not stand idly should the Republic continue pursuing closer ties to the fledging rebels.

I hope that clarifies our stance on the Coronado-based state. As for the mentioned issue of the refugees, Bretonia does indeed have interest in bringing our own people back, however they will face the necessary charges should they be found guilty of any crimes commited. It is in our mutual interest to safely bring back the refugees to our nations, however it depends entirely on the cooperation of the Crayter Republic. Should you have more plans to discuss, inform us as soon as possible.

I am concerned with our campaign against the Insurgency, it is not my place on comment on dealings in Gallia. As I see it, refugees will be given a passage to Liberty and Crayter as long as proper vetting and extradition is in place. I suggest you should open corridors to Bretonia as well and vet all arrivals, detain those that will face criminal charges.

You may play your geopolitical games, but my people are dying on the frontlines. The women and children that are currently leaving while men stay behind to fight for their deluded cause will mean our heavy artillery can proceed with clear conscience.

Bottom line is - we don't want these kids and women on Veracruz when we start bombing it as taking them into consideration would slow down our operation and put our men at risk. Those people will flee somewhere, it is in the interest of both Bretonia and Liberty that they willingly hand themselves over to our sides, where our military police and security forces can easily pick off the radicals and criminals, rather than letting them disperse and regroup in yet another backwater system somewhere. Yellowstone and pressure from our government should easily pressure Crayter to do the same with our oversight. I am no politician but we have the Yellowstone Battlegroup over their planet and are building a Jump Gate to Coronado for Crying out loud - it is hard to believe our skilled politicians wouldn't be able to ensure that extradition clauses and vetting from our side for refugee arrivals to Crayter are in place.

While we are glad to know that the Republic of Liberty is open to accepting refugees within the shortest time, our Kingdom will proceed through with the request to the Crayter Republic to immediately cease all cooperation and involvement in the Insurgency's matters.

Once our goverment has received a response, we will communicate an updated stance of the Crayter Republic and the Planet Leeds refugees that they have helped evacuate. While the Crayter Republic has been changing its stance towards the Liberty Insurgency by only allowing refugee ships to reach Yuma, a move which we greatly respect and hope will bring even more significant changes, our military is in need of upgrade and among other matters, the reactivation of several older vessels that, we hope, will once again signify the joint Bretonia - Liberty military collaboration towards maintaining peace in the sector and ensuring that neither the House of Kusari nor Rheinland are able to match our technology.

To that end, I set forth my request that Liberty Navy engineers will be able to retrofit the following capital ships, as well as a request to yours truly for permission to operate such vessels as a sign of cooperation between Bretonia and Liberty:

• HMS Valiant - "Atlantis"-class Carrier
  
• HMS Iowa - "Overlord"-class Dreadnought
  
• HMS Holmfirth & HMS Midland - "Archer"-class Siege Cruisers

In return, the Kingdom of Bretonia can agree to either transfer an equal amount of capital ships to the Liberty Navy, or to purchase them with the newest possible upgrades and modifications, thus allowing faster redeployments, interception maneuvers, etc.

Please let us know what your thoughts on this matter are. Our Armed Forces are ready for greater cooperation between the Houses.

That was potentially a volatile situation waiting to happen, though we had left the dealings with their Republic to our counterparts in the Liberty Security Force. So it's good to get an update on that front.

Moving swiftly on to the matter at hand. Bretonia and Liberty have been allies for a great deal of time now and I feel it appropriate to further that cooperation and working relationship, moving forward. On that note, I am pleased to inform you that I approve of your request as outlined in your communication. To that end, and if found agreeable by yourself, I would request, in return, the following:

I appreciate this isn't exactly matching class-for-class in assets, though would allow for further expansion of Liberty Capitals classes in the future, should you require. Esteemed Fleet Admiral,

It is with enthusiasm that I confirm that we are able to transfer the vessels you have so rightfully set forth a request for. The Armed Forces of Bretonia must continue to work in close cooperation with the Liberty Navy as troubling times are ahead. While it is of great concern that the military of Rheinland has been increasing in size, we must continue cooperation to deter any possible attack by them. The House of Kusari finds itself in a very similar position, however their rebuilding efforts following the end of the invasion of Gallia have inevitably forced them to accelerate the modernization process for their both their ground and space forces.

With that in mind, I will return to discuss about our agreement. The vessels which I have confirmed are the following:

• HMS Dreadnought - One of the first "Invincible"-class Dreadnoughts to enter service; Equipped with the latest weaponry and scanning technology;
  
• HMS Courageous - A Dunkirk that has served alongside the HMS Ark Royal during the Gallic War; Refitted with new artillery batteries designed for "Hellbore"-class turrets;
  
• HMS Thetis - "Fortitude"-class Battlecruiser; No significant deployments, part of Oversector Center's Manchester garrison;
  
• HMS Hermione - "Crecy"-class Destroyer; Part of Manchester garrison.

The aforementioned capital ships will be decommissioned from active service and redeployed to the Cortez system. Once there, I believe that your competent captains will be able to commandeer them to Liberty proper. Engineer teams as well as instructors to help the captains familiarize themselves with the Bretonian technology will accompany the capital ships on their way to Liberty space.

Please let me know if these terms, as well as the proposed vessels, are deemed acceptable. Our own capital vessels are in need of little repairs as well as crew training due to the extensive Lend-Lease program during the Gallic War.
