I suppose that remains to be clarified, in that case. I never go for 20 mil myself, but the amount seems reasonable when traders can easily make upwards of 170 mil per hour undisrupted.
This is mostly for Frigates:
Miners - I demand full fills always if I catch one, it's a couple minutes for them only.
Cargo - well, 3k is what you'd get anyways if you kill him, so it's reasonable to demand that - but if they RP and have eg. ore close to sell point you're a dick if you take the max asking for 2k which is like 15+++ million at a fence is still good for you when he cooperated.
I made 42 mill in 30 minutes taking cargo yesterday - frigates solve the silent trader issue, if they don't RP you just kill them and make max money, it's reasonable/common courtesy to demand less if they do RP and give you an interaction.

You might have a point there - the thing is on Maquis we don't have to ask - I can just shoot you without a demand even thought we don't do it - this is also why we are the only faction that focuses on cargo piracy with transports+frigates still active.
One factor is the distance from the purchase point and the distance to the destination. If you just bought a commod for 2k a pop a tradelane away I'm gonna make 6 million for asking the max 3k on a Frigate - but it cost you more or less just that 6 million too - you didn't fly very far and it's easy to get more where you got it from, unlike for me in terms of lawful commodities.
But if you flew 30 minutes with Ore and are near sell point it obviously hurts a lot more - that time is a lot of opportunity cost for you - in those cases I ask for 2k on average, less if they cooperate. But 3k is still reasonable server rules-wise technically - in our case it's what I get anyways if I shoot you, I'd just be an asshole for asking that.
