What other reasons could it be for a VR to be dismissed when there's plenty of evidence in the form of screens, logs, timestamps verifiable on the server-side and footage of the whole incident showing exactly the behavior that led to file the VR?

Nobody's going to be able to answer that unless they know the specific report whose results are being questioned. As already mentioned, feel free to ask staff members about the details of dismissed reports. You'll have to ask someone else if using Discord though, because you've earned the dubious distinction of being one of only 3 people I have blocked due to your inane trolling "questions".

Kudos for the change in approach regarding warnings. As the memes would say, "It's not much, but it's honest work"; this is such a better way to deal with rule breaks from new/newbie-friendly factions by issuing reminders rather than full on warnings.

why is someone streaming themselves breaking the rules (more than once at that) not viable evidence for a sanction? breaking the rules is breaking the rules.
is this some sort of streamer privilege because they create 'content' or whatever for the server?
can i just stream whenever im online and get away with rulebreaking?

Can you imagine we get after patch and promos external streamers going in, they get sanctioned and the evidence they get about some basic rule break like waiting 50 instead of 60 minutes to return to a system being their own stream? When the guy sanctioning could have just told them in chat about mistakes?
You know who the streamer is, talk to them about rules they break, or use your own evidence to sanction them, simple as. This isn't like in game when you can't really know who's behind what ship.
And if they break rules, it doesn't mean they are immune, it just means you can't just stalk their stream and instead of talking to them be a jerk and try to get them sanctioned - get evidence yourself like you get it in any other report. Speaking for myself it'd be damn weird to get sanctioned like this for anything but cheating/multiboxing etc.
