Also who the hell will do licences and such - staff? Or is that getting somewhat reworked so there's less admin stuff
or can licences be delegated to more people
Curious, if staff will be pushing their own agenda into this or will actually let players decide things and just slightly supervise to not do anything stupid. At least nothing as stupid as some staff members did, do or will do in the future and answer to absolutely noone for it.

Not even remotely what I wrote. I said that an OFL that isn't present for six months at a time is a bad leader. If that's a controversial opinion I'm genuinely amazed.
Admittedly there aren't really any official mechanisms in place, because (a little bit like govs! funny, that) it was left up to the factions themselves. With an exception here or there that involved staff intervention.
Maybe post a player request and see what can be done.
it is what you imply. Explicilty by following your line of logic.
Either you force someone else to take leader position, against their will or time or ability. Which is sub-optimal.
Or
You have a leader that is gone or unable to represent their faction, not have representation in gov and as thus defacto making the faction "unofficial" by virtue of not having a voice.
EDIT: Admittedly, the current solution isn't great, but it works, and it seems to work just fine.
If there is cases of abuse that is the reason for concern, staff should take action ON A INDIVIDUAL BASIS, dealing will abuse case by case.
Interesting. But i have a Question? I am leader of OS&C thats a Inter House faction wit Dealings in all Houses. How are Interhoudr Factions like Mine Treated in this Stuff? Because as it is right Now we are Not Represented anywhere.
I ask because for Example Cortez (Orbitals Main System) is a Joint Protectorate of both Liberty and Bretonia. Does that mean we are Part of both LibGov and BretGov?

Good idea, pretty lackluster implementation in my honest opinion. I understand that some people just can't be assed to play by the rules and end up screwing over the entire playerbase, but your now mandatory Government build is just a worse version of what we (Libgov) already had. We had achieved a very good level of representation of our house by involving OFs, non-OFs and even people in there who didn't represent any faction but where there because they're respected and logical.
You're ruining this.
I disagree about Lib Gov, it did feel arbitrary often, they are why the OF has to have representation was introduced in the first place when they excluded LIA

Govs were biased, flawed, arbitrary and went against lore at times, almost every single one - but they got the job done where it mattered: Licences
