First I want to appreciate you hearing our call. The Gallic Union is powerful, but our enemies are many. Of all the Sirian houses only Rheinland has been one that we truly could reliably deal with. I would like to extend my gratitude for hearing my invitation to assist us against, by your words "terrorists", the Unioners that have started to terrorize Zurich.
The majority of the system is under the jurisdiction of Gallic Corporations, and they are ill-fitted in dealing with hostiles capable of fielding multiple Cruiser class vessels such as your Unioners seem to be. That they have managed to disable our very own flagship makes us take them extremely seriously.
From a strategic standpoint, it would be most unfortunate if we had to commit more than the battlecruiser Aubagne to the system. Ever since you have dealt with the Hessian threat we saw no need of keeping large Battleship garrisons stationed in Zurich.
Proposal
What I would propose is this - to begin a future of military cooperation that would span the systems of Zurich and Cologne. This would mean close joint protection of trade in the systems, freedom of movement, sharing of information, and mutual assistance against any Hessians, Unioners, Maquisards, and any other criminal elements in the two systems. I am sure much like us you have higher priority areas to focus on, and I see no need why both our Navy and your Military would need to keep a full garrison each to guard the systems when much more efficient use of resources could be achieved through our cooperation.
Future
As I oversee the Main Fleet, Gendarmerie, and Security Bureau I am contacting you in this capacity personally. But I would like to see our Admirals, Generals, and officers shine. Should you be open to my proposal we can delegate our lower-level Admirals and Commandeurs to work out the details.

Furthermore "Our Merchant Marine" as you would call it is not a separate entity, rather all arms of the Combined Fleet have their own integrated transport logistics sub-divisions ([GN]GT- Gendarmerie [GN]T- Main Fleet [GB]SBT- Security Bureau). I have taken the liberty of altering the agreement to make clear the wording, as well as took the liberty of changing "two gunboats" to "up to two gunboats" when it comes to escorts.

Should they be all in order we will open a separate channel for lower-level personnel, and begin joint patrols of the two systems within the following few months. Since over four years have passed since the treaty was signed, and all Gallic allowances have been reset since then, the above agreement has to be re-vitalised to be in effect. Your locals, the Unioners have increased their illegal activity in Zurich, they smuggle, pirate and generally disturb the peace of Gallia. We have detected an increase in the smuggling attempts by the Maquisard terrorists from our end, and we suspect Zurich and Cologne are where they get their supplies from.

As you will no doubt notice, we are ceding most of the Zurich system to your dispositions. This is done due to newer political developments in Cologne, which now wishes to be fully integrated into Rheinland space. As such, we plan to focus part of our Westen fleet there, in order to stamp out any unrest and other undesirable activity. It will then be the purview of the Gallic Navy Flotte Combinee to request as many patrols from Westen as necessary to accomplish the same in Zurich.
You will find our signatures already appended. If you are agreeable to the updated proposal, you need only to append your own, and we will consider this agreement ratified.

It has been decided that due to the vital importance of cooperation between our houses, a large-scale treaty between Rheinland and Gallia will be required to be drafted between the official Heads of State at a later date. Due to the bureocracy required and urgency of the situation, we would like to see this agreement between our parties as provisional. Any agreement needs reciprocity, and we suspect the Maquisard terrorists and other smugglers are seeping through to Cologne the same way as yours get to Zurich.
For that, I would propose the amended reciprocal Provisional military agreement of Zurich to be:
