I'd make a suggestion--that *cough* official clans be allowed one barge per clan -- regardless of their other ships restrictions.
That would make being official have appeal to some and this is primarily a role play ship. Using it a base ship for a mining fleet is exactly one of the purposes I had in mind. IMG anyone? The horrible maneuver restrictions are what will keep it from being abused.
As clans are able to demonstrate the role play usefulness, others could apply for "special role play" using one if they can justify it but honestly this ship could be the "exception to the rule" -- it has a lot of liabilities that will discourage power hungry abusers.
As to usefulness, the first time I proposed the Congress, we had one Outcast destroyer high up in New York. It acted as a resupply and nase ship and was in fact named "Rogue Base". Several times police looked for it and never found it. So there are a lot of things one might do with this.
Any admins out there willing to consider this?
Ship looks great Jinx--thanks you and Seth for investing in it. I realize most players won't need this but for factions it has a lot of potential as a role play device.
the model is now fully textured and ready to be hardpointed ( thanks to the long downtime ) - i have added some more details, too ( hope there are never more than one of those on a screen )
- added a large transport at the mooring fixture
- added an armoured transport at the "small ship" hangar
- added fuel tanks
- added a fighter docking bay in the very front of the ship that is similar to those used on stations
- added 4 more cargopods to increase its length

this image shows just some perspective view of the textured version. - the current size does NOT fit into a tradelane anymore - ( and i m not certain about jumpgates - but i can resize it so it fits into a gate - so no harm done there.... yet ) the exhaust are supposed to smoke ( just adding a particle effect there ) and even a juggernaut will look totally dwarfed against this "facility"
It's really a pearl of an idea...You could try to implement something like ''ghost docking ring'',only for jump gates.And oh yeah,imagine a fleet of fighters taking that thing down xD

Oh and,PLEASE,don't give it a vanilla cockpit view,that would be just preposterous >.>
EDIT: I frown upon the 4 gunboat turret idea,that's just.....too little.Try like 12-16 transport turrets,or something faster,like some larger stations,they usually have a lot of small turrets.Or maybe IMG turrets.
Sucks to be a weight on the wrong side of the brilliance-insanity scale.
although we all love to model real capital ship bridges ( bit like star wars bridges i imagine .. you know, the things you see darth vader walking up and down in ) - its not possible with our current knowledge. - so there is no cockpit view... the best you can do is switch the cockpit view off - so you only see a blank screen.
to improve the playability, i d suggest to scale it down even more ( while scaling the vanilla ships that are attached to it down, too. that ll make them smaller than the actual transport / armoured transport - but they ll still function as an illusion of the size )
i asked tinkerbell about the weapon hardpoints on the barge. - from my point of view - it could have as many as a medium sized station ( 8 or 12 ) ... but like stations, its firepower would be abysmal. - anyway... a turret mounted on its back would not even have the range to fire on something right in front of the ship. ( and - the autoaiming calculates the target from the center of your ship )
all in all - this ship would only be a prestigous object without a real purpose. - it is too big to trade in it and even a nova torp fired by a blinded pilot couldn t miss it.
