well you can mount 8 taziona turrets on corsair gb right now if you want to.. and that is some awesome shield damage 27.3k per second to be more accurate... wich is about what battleship does in shield damage per second... It could be pretty interesting in a group fight yes... but that poor gunboat has to stand there for 20 seconds to drain the shield, and 40 seconds to remove the regen from batts... It looses shields after some 7 seconds and after that it dies in the next 13 seconds... So a BS from full shield to 0 shield and one uberuseless gunboat from full shield to 0 armor in 20 seconds...
A Gunboat captain thou should always have an option of mounting guns on his gunboat, perhaps not forward guns, but regular guns? Sure why not... SHF's fit this role very well, much more than gunboats... as these are more of Corvettes..

In fact the Rheinland gunboat is called "Rheinwehr-Korvette" in the German version of freelancer, so it is a corvette there and. (same applies for the bretonia, kusari and nomad gunboats)
And about a 1on1 issue I think a bomber ace can take out a GB alone as long as it is not missile-spamming and he knows how to use his CD. But there wouldn't be aces if everyone would be one, so I think it's a rather rare case against an average pilot. On the other hand it all depends on how each one evaluates fighter skills.

I've given up even attempting to kill or even damage gunboats on my [LN] vhf. I'll just buzz around the guy putting in a few pot shots to damage his shield then once the trader is away, I make a break for it or if backup comes, I play target (which I'm actually pretty decent at doing)
its true though a skillful bomber pilot can kill a gunboat even skilled ones, 1v1 they just need too know when too SN when not too, when too dodge.. when too come around underneathe then back over = the GB's are still looking back wards when u cme back round, a gunboat without any missle turrets have quite a bit of trouble killing bombers unless they use solaris turrets, which are 5 refire!
therefore the ultimate weapon in a 1v1 and is a must The Bomber.

so wait... you're saying that with equally skilled pilots, a bomber will be able to kill a gunboat, and not the other way around? Does this strike anyone as wrong? Why build gunboats then? Use bombers to kill fighters, bomber to kill bombers, and bombers to kill capships. Let's all fly bombers! Oh wait...
I think the Homeworld games got this right. When two ships are are designed to kill each other face up, the more expensive one wins. Of course in Freelancer we have to add skill to the equation, so make it when two ships designed to kill each other meet up with equally skilled pilots, then the more expensive one wins most of the time.
I think Hawkwings has a point.
You won't go around building something much bigger than a bomber,requiring more crew and being more expensive if it cannot take out any bomber.
Of course,what is also important is the gunboat's set-up.
You won't do much good with cerbs only against a bomber swarm.
