Being an owner of one of the dreaded "LNS ships" that seem to be catching so much flak here, I have to say that it's rather unfair to lump the entire group into one category. The way I see it, there are skilled and unskilled RPers on both sides of the fence; faction, indie, or otherwise.
I like to think that I RP quite well in my cruiser, and it's nice having enough in the way of shields to type out good responses without being jumped by NPCs. Played well, capital ships are a very good platform for RP for that very reason.
Recently, I've taken part in a few operations, involving other LNS vessels as well as official LSF and LN ships, which I think worked out quite well. It was refreshing to be able to work together regardless of what tag we were flying, because all of the players involved were good, solid RPers.
Granted, not everyone in a capship takes advantage of its RP possibilities, but that can be said of any other ship class. I think those who are OORP in fighters often tend to slip under the radar because they're not as eye-catching as a larger ship.
On yet another note, piloting a capitol ship, or even a liner, is a moment of pride for many players; the culmination of hours of dedication, climbing through their ships, RPing, amassing credits, until they can finally afford that cruiser. It's a unique experience that's purely Disco, and some players, wanting to experience a bit of everything Disco has to offer, just want to try it out for a bit without having to deal with devoting all of their time to a particular faction, waiting in line behind senior members, for the opportunity to MAYBE advance and get a gunboat. (And even then, cruisers and Battleships are often restricted to the faction lead.)
So far as the notion of banning capitol ships altogether from NY, I don't think that's altogether realistic. Liberty is a major player in Sirius politics, and with an all-out war between Bretonia and Kusari, and a budding war with Rhineland... Well, it would make sense that they'd keep a suitable naval presence in their capitol. (Not to mention the other liberty systems can essentially only be accessed through NY anyhow..)
I think we all need to realize that Discovery is a game, and a vast one at that. If you have an issue with someone, you don't have to approach them in-system, and if they're being especially offensive to you, nothing's stopping you from leaving the system or logging out altogether and coming back later. When the game's no longer fun for you, it's a cue to step away from it a bit and realize it's a game; not a cue to set out to ruin the fun of an entire group, many of whom may be perfectly respectable RPers and completely removed form the incident.

I cannot support this mainly because it will lead to flooding in a nearby system anyway. As well as New York is the seat of power for Liberty. There are 2 shipyards in that system and therefore the system is a high priority for the Liberty Navy.

It just is not viable in my opinion.
Move the shipyards to other systems.
Or have the DSE Base sell trains or something. A contruction company doesn't need to be building caps for a faction that already has a shipyard and a guard station selling caps.
Not to mention Houston sells the gunboat.
I've been seeing a lot of new LNS- indies lately, and frankly, it's ticking me off. Liberty is the first house the new players see, and it's full of caps. This leads to an impression that caps are awesome, and we get more, and more, and more caps flying around.
Could we restrict the cruiser-class and larger ships to guard systems? The gunboats are easy enough to kill, scare, or ignore.

Actually, one of the rumors say that DSE and the Navy have good relationships, because they are the Navy's ship builders, which means they should be selling Liberty caps at their bases.

But having it a lane jump away from Manhattan is really a bit stupid. Put it in Colorado, Texas, or California.
Better yet, RP it that they are constructed on Baltimore, but transported elsewhere. Like how the Osiris is assembled on Tripoli, but shipped to Toledo.

Sounds good, but remember, NY won't be the starting system anymore (right?), so the new players won't see them all flying around, NY will be like a regular system (sorta)

The cultural stain on New York will never be wiped away. It will still be the favorite for its mass amount of bases.

Screw you sir. When I log on to my new Liberty Gunboat, I don't do it for its slowass turning speed, or for its fire-power, I do it because its RP. Jesus!
