Well Osiris is great in the perfect circumstances. Generaly it's a fish bait for 2 or more cruisers, and heavy battleships pwn it, but against battleships you c an always flee and so you should, against cruisers however, You have a problem. You'd better bring some bomber escorts if you want to fly it.

problem with CM's vs. disruptors is that they only work when you're already at cruise speed. You cant really escape a fight in a capship, because at near point blank range a disruptor will never miss, countermeasures or not.
Scylla died within seconds. I managed (in the Charybdis) to knock the Ekidna down to some 20% hull and no regens before finally dying.
So while it may not be possible for -me- to kill an Osiris by myself in a cruiser..its certainly possible for me to turn it into a block of floating metal unfit for a shoot-em-up with even a pair of fighters.

The cloaking devices used during singleplayer were all of nomad design/creation, they are organic machines that cannot be reproduced by human technology alone. The order only had a single cloaking device, which was installed on the osiris before it was stolen by the nomad-infested LSF who were building the ship. As far as I know, that single device is still being studied by order scientists, but none have been reproduced.
Keepers/wild may have the ability to cloak, but even they arent likely to get it. No human ships will be getting cloaking devices, ever.
Now on a semi related note, a lot of order pilots, including myself, have done quite a bit of RP around sensor-jamming devices and stealth devices, these dont turn you invisible but rather make you extremely difficult or impossible to detect on scanners. They arent as advanced as cloaking devices, but still help fulfill the stealth role of order craft.
Now, if it were possible to create an order-only device, say an armor upgrade, which could make a ship not show up on scanners, or show up on scanners only at extremely close distances (1-2k instead of the usual 14k), that might be workable, but I dont think such is possible through game programming currently. This wouldnt really help large ships in open systems as they can be seen visually, but in systems with nebulas and such (like alaska or minor), having the ability to hide yourself from scanners would be invaluable for the order - and such technology could even be used for phantoms as well.
