when an ongoing engagement makes you have to chase a ship to lets say Leeds - you might chase it into leeds - but not really further - at some point a fleeing enemy is simply gone.
hackers mainly dislike liberty - they wouldn t really want to mess with bretonians, too ( or their unlawful part ). - the hackers are not a huge faction - they focus their strength and are successful, cause they are dead efficient ( like knowing exactly how and where to strike due to their good information network )

I don't mind seeing Hackers in Manchester, you'll see the NPCs there and can take mission against them there after all, but seeing them in Leeds just irks me. I was under the impression that JH got moved away from Mactan anyway...

Yes it did, actually the jumphole annoyed me as well, as a Lane Hacker. You know, one does like to enjoy his while of peace and quiet NOT being constantly disturbed by traders buzzing 6K from your base to the 10K-distant jumphole.
The hole got moved in a way that does not mess with trade routes much so that I didn't ruin the immense amount of time invested by Xoria into balancing the trade system. The hole is now far south in Magellan which means the entire BAF can't suddenly jump on top of the Lane Hacker base.
A note to all Lane Hackers: do not pirate in Leeds (please). This incentive is emphasized by the fact that if you don't take my kind request, I'll either pull some strings to send half the BAF to murder you on the spot, or save them the trouble and wipe you out myself.
The Lane Hackers have many more and better ambush points all over Liberty and Independent Worlds. Not to mention Bretonian particle blasters will rip your shields while your own tachyon guns do squat against theirs.
Getting within 10K of Leeds docking ring means that you have a deathwish. I don't like Hackers in Leeds as much as I don't like Bretonian military in Magellan and Cortez, trust me.
As for the ZOI: you can follow a guideline that your Hacker ZoI is in systems where Hackers have a base and in systems within one jump from those (except for Leeds where the jumphole had SP, not RP reasons). Such systems are:
Magellan, California, Manchester, Cortez, Colorado, Ontario, Kepler, Galileo, Shikoku
--- those are main hunting grounds and Hacker NPCs are present there.
More systems within one jump from our bases:
<strike>Leeds</strike> (already explained)
<strike>Cassini</strike> Rogue Guard System - the exclusive turf of Crime Boss Sylpheed - don't pirate there and be nice
Kansas - but well, there's no convoys to pirate
Coronado - Hacker NPCs present in space and on the private station there.
Further systems in which we seize shipments, but not very often (it's dangerous and only possible with extreme caution, trust me)
New York - when it's time to annoy Interspace Commerce and Ageira directly. Going to NY to take on lawful forces is considered <strike>a bad form</strike> a suicidal and stupid behavior for an "ordinary" Lane Hacker.
Texas - smelly prison system full of Xenos, LPI and Bounty Hunters. Additionally half of the Liberty Navy because of the tense diplomatic relations with Rheinland. Again, slightly suicidal, only possible to pull off piracy on a pick-a-really-juicy-trader-then-hack-the-lane-&-rob-him-&-get-the-hell-away basis.
Further systems:
Pennsylvania - Hacker NPCs present, as well as a reasonable amount of commerce and smuggling. All stations are heavily defended, except for the trade lanes and NY jumpgate area. It is possible to dock on Bethlehem as it still belongs to the Zoners. But robbing Helium miners is not what Hackers do.
Virginia - feeling bold? Try this system. Same applies to Illinois. But luck finding a convoy in there.

Yes. If it's on the contrary, it's a bug. And if the NPCs can pirate somewhere where I cannot, I will want them to be removed:)
