Spore is a brilliant game. You will buy it. That is all.
Next note: On your saying that Age of Empires II didn't work on Vista, I dug out my absolutely ancient disk from underneath a trunk, which is almost definitely from some far-fetched ancestor's immigration to this country in a past age, and installed the game on my computer, which runs Vista. After the installation and feeling nostalgic while watching the chess movie, I was able to work the game quite perfectly, so I'm not sure what your problems are.
It might be that he can't play multiplayer on it, and in that case, he would probably need to reconfigure his internet to work on IPv4 instead of the Vista default IPv6. (I learned this from the section on getting Freelancer to work with Vista. Simply look up IPv6 in the built-in help in Vista and you'll find out how to change it.)

If you like real-time-strategy games, I would personally recommend "Rise of Nations: Rise of Legends" as a rather good choice.
It's unique, with three distinct races. The visuals are always interesting, and there's seldom a dull moment in it. Most of the units are original, and the territory system is a particular innovation. It is also somewhat faster paced than other real-times-strategies, yet simple and laid-back enough so that even I can play it. (I confess that I have never been able to play past "medium" difficulty in the genre in question.)
The game's approach to campaign mode is especially interesting, with a map like a strategy board game (similar to Risk). Each engagement takes place on a single map, and if you win, you get certain resources and experience points that you can devote to new units and technologies. You get many interesting heroes through the course of the game, and their abilities can be expanded and upgraded as you progress. There are only a few missions in which you have to choose which heroes you will use beforehand - you can summon them any time in-game otherwise.
It is a relatively new game, so you still have to purchase it.
I wouldn't imagine that it sells for a lot any more. Thirty USD would be my estimation.
But as a strategy game, I would heartily recommend it to anyone - those who aren't experience in real-time-strategy and those who are bored with it.
The demo is also a good trial of the game, so I would suggest downloading that before purchasing it.
Warcraft III or the Empire Earth series. There was a third one I was gonna suggest, but had a mindblank and forgot it.
Warcraft III has by far the best online functionality/playability and more powerful World Editor. Shame they had to go and butcher the storyline in WoW.
Company of Heroes- and its expansion: Great fun, challenging, tactical, better than most new games, what else do you want?
If all else fails, Empire:Total war, Dawn of War or Supreme Commander.
Edit: Actually World in Conflict might suit ya mate aswell. ( but note, i may be biased as i am a WiC Community Admin for MPUK).

I got Company of Heroes free with my graphics card. :D Agreed, you have to use tactics and strategy to win, and there are multiple ways of winning. It's sort of like Command & Conquer, but uniquely different.
