Well... I'll just put that for me, the forums are another half of discovery. Just to make my point, it seems that everyone I see with a forum account are more responsible than the others. Thats just statistically from my view.
I try to get people to use the forums as much as possible, and registering is one of the things I like - because it helps people use the forums alot more and get a taste of what we should be doing.
Registering, especially for capships, is incredabily important. Heres ane example why. A player joins the server. He has no idea how to RP properly, and waltzes around in his starflea doing missions. Eventually he buys a fighter. Then some day, he sees a humungous liberty BC and goes OMG I WANT ONE (because just about all people want power)! So he goes powertrading for a few days, comes back a week later with a liberty BC and shoots random people all around him. Then he gets sanctioned and quits disco, and leaves an imprint on the LN's reputation.
This is why I want more and more of these ships to be registered. Now, I'm not saying that ALL independants are like this, nor am I trying to be too negative, in fact I've met quite a few independants who can RP alot better than myself. But I have met a few people who want to buy capships who have no idea how to RP (well... Kinda, but they still have lol, brb =D etc in every second sentance)
I know alot of people have been talking about the order LC, but I want to say something more about it. The reason it is so attractive to people is that it is cheap, and it is powerful. I'd like the price to be upped a little more - most people that want to buy one say that it has a good power for money ratio.

I think that now with you needing a guard ID to get a battleship kind of stops people from getting them without first getting a decent exposure to RP and learning just how things around here. If this was 4.84 id totally agree with you , but how things are now , nope.
Now new player on server with a cap B goes around flying a cap without a Guard ID.
He gets told he has to have it.
He goes and spends an hour doing missions and repfixing, and gets Guard ID. Then continues doing idiotic stuff.
Note: Not a general statement, but a hypothetical case.
Heck, I know I've seen it. And I know I get a lot of caps without guard IDs, which eventually get guard IDs, see that as just one more step towards getting that mighty cap, and that's that for them. If someone can spend so much time getting a billion credits to buy a capital ship and a Cap VII or VIII, they sure can spend a bit of time getting guarded with no sweat.
And the solution is definitely not in making it harder and harder to set up a character, because it also damages all those players, and there's MANY of them, that would use any ship responsibly, within RP, listen to advice, improve, have a good attitude, etc.

Exactly. And in the process of the hours of missions and repfixing he encounters people of all sorts, getting plenty of times to RP with them. Let us not forget of the human element in all this shal we ? And even when he already got his lolwutting cap ship, its bound to attract attention of both faction members and established indie RPers , giving him once again plenty of chances to RP.
The system we have now is preety well set up in my opinion. If you are looking to get a big ship , you will have to spend hours and hours and get exposed to the RP that will ultimatelly make you use your big ship more responsibily. The bigger the ship, the more time you will have to spend and the more RP you will be exposed to. It makes the chances of a lolwutting player getting their hands on a BS slim.
And even if all else fails , you can always try to solve the problems in other ways. Like , say , tipping off hostile factions of said lolwutter, putting an anonimous bounty on him and etc.
But tell me one deficiency of having a cap ship registry system.
Post your post, and get your ship, no questions asked.
No judge committee. Just post a bare minimum of RP at least, and that's that.
Doesn't even have to be in RP, just introduce yourself in your post in the thread, say why you're getting a cap, etc.
Ingame, 50% of people will just ignore the advice.
And I'm frankly tired of spending most my time avoiding known lolwutters and working my butt off coordinating with the hostile factions to arrange things without the people who refuse to adhere to RP to happen.

I dont have nothing wrong about cap ship registry as long as people arent judgeamental about it really, which ive seen and felt to happen alot with the afromentioned RP bashing.
Yes, with that id agree. But i felt it myself once when i tried making a police character. I bought a GB and was merrilly doing missions against the local pirate factions , RPing with everyone i saw when suddenly a member of the same police faction as me, also in a gunboat. I greeted him and talked to him as a fellow officer and his response was somewhere along the lines of "How the hell did you get that ship" and "We would never let a ship like that fall in your hands". All this because i was an indy.
